At a meeting in the city administration, they discussed the modernization of the Lipetsk aeration station - the construction of a new sludge dehydration workshop on the territory of MUP "LiSA". The meeting was attended by leaders regional government Rosprirodnadzor and Novolipetsk Combine. The project, if implemented, will help reduce the load on the old dewatering complex and use the sludge for the production of mineral-organic fertilizer.

NLMK's experience in implementing large-scale environmental programs is interesting and useful for the city. We would like to join forces and synchronize our actions in this area, - said the head of Lipetsk Sergey Ivanov.

There are two technological lines in the complex of urban wastewater treatment plants: the first is owned by NLMK PJSC (it also treats wastewater from the left bank of Lipetsk), the second is municipal (serves the Right Bank). MUP "LiSA" processes the sediment of both lines. According to Yevgeny Lisakonov, director of the enterprise, the total annual volume is 70,000 tons of dehydrated sludge, including about 10,000 tons from the plant and the Left Bank.

Activated sludge - colonies of special bacteria and protozoa that are involved in wastewater treatment. It must be regularly removed from the water treatment process and disposed of. Now this is done by a specialized organization at a suburban training ground.

A joint environmental project between the city and NLMK will make it possible to dehydrate sludge in the new workshop, and then carry out thermophilic anaerobic treatment, which should rid the LTZ area of ​​unpleasant odors. The recycled sludge will not accumulate, but will become a raw material for the production of agricultural fertilizers.

This measure of MUP "LiSA" is part of a comprehensive plan to reduce emissions of pollutants in atmospheric air Lipetsk, which is being implemented as part of the Clean Air national project. Representatives of NLMK plan to participate in it as experts.

According to NLMK Group Environmental Director Galina Khristoforova, despite the plant having a reserve landfill for storing sludge, which is not yet used, we need to think about new solutions now that will help reduce the environmental burden on the territory in the future. The idea of ​​a joint solution to the problem is supported by the department of Rosprirodnadzor for the Lipetsk region.

We need a balance and a roadmap, we will ask the specialists of the plant to act as experts on the project taken as a basis by the city, - Sergey Ivanov, the head of Lipetsk, summed up.

The meeting also discussed the feasibility of building post-treatment systems that will allow raising new level the quality of effluent into the Voronezh River. The parties agreed on a new meeting and exchange of experience after NLMK representatives studied the options for the disposal of sludge proposed by LiSA.

The delegation of MUP "LiSA" with the exchange of experience, visited Kuryanovsk treatment facilities (KOS)with a design capacity of 2.2 million m 3 /day, which are the largest in Europe. Residents of the LTZ village complain about the pungent smell from the Lipetsk aeration station. This problem, according to them, has not been solved for several years. Wastewater treatment plants cannot cope with the volumes, representatives of the mayor's office say. And Rosprirodnadzor assures that the concentration of harmful substances in the air is not exceeded. The work of the station was discussed at the next session of the City Council.

On January 31, 2018, a meeting was held at MUP "LiSA" on the technology of treatment and disposal of sewage sludge, offered by INEVA, Turkey. In early April, I was brought to the Lipetsk aeration station, or, for short, MUP LiSA. As you may have guessed, it is this municipal enterprise that is responsible for treating the city's wastewater. Last year, a large-scale reconstruction began here, designed to update outdated units and, of course, improve the quality of cleaning. According to intelligence data, the work will be completed in 2015, but already now, after the first stage, we can talk about a significant reduction in the burden on the environment: for example, the concentration of harmful nitrogen and phosphorus compounds in wastewater has decreased by almost 15%. And in two years they promise that the enterprise will dump it into water that is practically suitable for drinking.

I propose, taking this opportunity, to look at what and how has already been done to date.


02 . Lipetsk wastewater treatment facilities are located on the Left Bank of the Voronezh River. The first complex of mechanical treatment facilities was put into operation in 1967, and the complex of biological treatment facilities was put into operation 8 years later. Reconstruction and operation until 2007 was carried out by a special wastewater treatment plant of the Novolipetsk Iron and Steel Works, established in 1977. In October 2007, the municipal unitary enterprise Lipetsk Aeration Station was established.

03 . It includes two technological lines, into which a single complex of treatment facilities is conditionally divided. The first line, reconstructed in 2006, with a design capacity of 90,000 m³ per day for wastewater from the left-bank part of the city, remained the property of the Novolipetsk Iron and Steel Works and was leased to LiSA MUP. The second technological line has an actual capacity of 150,000 m³ per day and purifies wastewater from the right-bank part of the city. NLMK donated it to the municipal property, and now it is operated by MUP "LiSA" on the right of economic management. The technological scheme of communications allows you to redistribute water flows between lines if necessary. For example, when repairing or renovating.

04 . The area occupied by the enterprise is 62 hectares.

The general contractor for the construction was the SENS company from St. Petersburg, and the equipment supplier was the EKOTON Industrial Group, whose plants I have not so long ago.

07 . At the first stage, one aerotank and two radial secondary clarifiers were converted.

08 . Now all parts of the equipment are made of stainless steel, thanks to which it will last much longer than its counterparts made of ferrous metal.

10 . The tanks of the secondary settling tanks were used old, but preliminary the bottom was leveled and the side was reconstructed by specialists. It was reinforced with two coats of primer and screed and coated with two coats of epoxy.

As part of this post, I would not like to plunge into the jungle again and tell the principle of operation of treatment facilities, since I have already written about this many times (links at the bottom of the post), but if very briefly, secondary sedimentation tanks serve to separate activated sludge and biologically treated water. Activated sludge settles to the bottom of the sump, and is removed with a special sludge scraper into the sludge chamber.

18 . Well, not the point. The process of biological treatment in aerotanks is based on the ability of certain types of microorganisms to use pollutants for their nutrition under certain conditions. Many microorganisms (bacteria, protozoa, algae) make up the activated sludge of a biological treatment plant, which, being in wastewater, absorbs pollutants into the cells, where they undergo biochemical transformations under the influence of enzymes. This ensures the removal of organic contaminants, as well as nitrogen and phosphorus compounds.

19 . The time required to complete all processes in the wastewater located in the aerotank, according to the project, is about 16 hours. The entire cleaning process takes place with the participation of air, which enters through aeration porous pipes lying at the bottom. Air in system, respectively, moves from superchargers on system of air ducts. The photo shows a converted seething aerotank.

20 . During the reconstruction of the aerotank, a new technological scheme was introduced to remove substances harmful to the river - nitrogen and phosphorus compounds. Technological sections were arranged, a new aeration system, pumps, submersible mixers and air ducts were installed.

The problem of the quality of wastewater treatment that enters the Voronezh River (flowing through three regions of the Central Chernozem Region) is topical and vital. Is there any cause for concern here? We visited the Lipetsk aeration station to learn "first hand" how the work is organized here, what tasks are most urgent now and how they are being solved.

The conversation with the director of the Municipal Unitary Enterprise "Lipetsk Aeration Station" Yevgeny Lisakonov somehow spontaneously began about the workforce. We learned with interest that the best traditions of trade union work have been preserved here - a number of social programs are being implemented in the interests of the company's employees.

Evgeny Nikolaevich, undoubtedly, the most valuable resource of the enterprise is its employees. What are the working conditions for them? Are there vacancies?

On February 14, at the general meeting of the labor collective, they discussed the pressing problems of the enterprise, consulted, and decided - this is a common practice. Such collegiality unites people, there is a feeling that together everything is a single family. LiSA is not only a technological enterprise, but also a social enterprise, where the trade union committee is actively working, our employees are confident and know that their rights and interests are protected and ensured. We have wage one of the highest among municipal enterprises, and with total strength almost 200 people have practically no turnover. There are no vacancies, many employees who have been working for more than two or three decades, more than a dozen labor dynasties have formed - people are attracted by the reliability and stability in the work of the enterprise. There is a wellness center - with a swimming pool, steam room, showers, there is also a gym and tennis halls. There is a canteen where affordable prices, transport is provided for delivery to work. This year we rented 2 swimming lanes in sports complexes"Flame" and "Leader" (along Stakhanov Street), so that our employees can use them at a convenient time.

Under the collective agreement, the enterprise compensates employees for part of the costs of paid medical services. We encourage the best, help people in difficult times life situations. We try to provide our employees with decent working and leisure conditions, and people appreciate it. When we had a rupture in the on-site water supply networks on February 23, even employees from the rest shift arrived to eliminate the accident. We coped with the accident completely on our own - all the necessary materials in case of an emergency are at the enterprise. The enterprise has a high social level, the same requirements for employees, for whom professionalism and responsibility for the results of their work in the first place. These qualities ensure effective work.

Seven years ago, the company entered into a loan agreement with the European Bank for Reconstruction and Development on a project to reconstruct wastewater treatment plants. What has been done during this time, have the sanctions affected?

The bank met all the conditions, the amount of the investment loan amounted to 311 million rubles. The funds were used for the reconstruction of 3 aerotanks, six secondary settling tanks and the construction of a new blower station. After the completion of the reconstruction project, all regulatory indicators for the discharge of treated wastewater into the Voronezh River were significantly improved. Now we are paying off the loan (80 million rubles annually), its maturity date is the 1st quarter of 2021. For well-known reasons, the bank has suspended lending in Russia for the time being, but later, after the loan is repaid, we look forward to further cooperation. In addition, there are guarantees from the administrations of the city and region. I am sure that we will complete our credit history correctly, we will carefully fulfill our obligations to repay credit funds. With the end of the loan term, the released funds will be directed to the development and reconstruction of the enterprise.

What is the daily volume of wastewater treated? Is the level of cleaning up to accepted standards?

Today, the station is capable of processing about 220,000 cubic meters of wastewater daily, and about 70,000 cubic meters of sludge is formed per year. Lipetsk is a large industrial center, and there are heavy metals, which is a big problem. The implementation of recycling measures is to minimize the removal of sludge with heavy impurities to the landfill, to minimize harm to nature.

I am sure not everyone knows that the requirements for wastewater treatment are much stricter than for drinking water. The EEC does not have such strict standards, and we need to take into account the depreciation of networks, the possibilities of local budgets. There is a need for amendments to the maximum allowable concentration, making the standard less stringent, this is an important issue at the state level.

- So, today there should be no concern about "what" flows into the Voronezh River?

It can be stated that in terms of the quality of cleaning waste water have us close to drinking. Purified and disinfected by ultraviolet water enters the river. Each purification step is controlled in our laboratory, accredited to federal level. Also, constant and strict control is carried out by Rosprirod- and Rospotrebnadzor, the regional department of ecology. The municipal unitary enterprise "Lipetsk aeration station" is engaged in the operation of a complex of treatment facilities in the city of Lipetsk. Since 2009, the company has been a member of the Russian Association for Water Supply and Sanitation (RVV).

To achieve the standard quality of wastewater treatment at the outlet into the Voronezh River, the enterprise launched the Project for the modernization of treatment facilities in 2011, the total cost of which is 368 million rubles.

To date, the work has been fully completed at the expense of the city budget and credit funds from the European Bank for Reconstruction and Development. The aerotanks were re-equipped with the introduction of the best existing technology designed to remove nitrogen and phosphorus compounds. In addition, the reconstruction of secondary sedimentation tanks was carried out. A blower station was built, with the installation of energy-saving equipment, which provides the process of biological wastewater treatment.

Thanks to participation in the federal program "Development of the water management complex Russian Federation in 2012-2020, the enterprise reduces the financial burden on the wastewater treatment tariff, which has a positive effect on maintaining the proper level of quality of services provided to consumers in the city of Lipetsk in the face of limiting the growth in prices for utilities for the population.

MUP "LiSA" has fully completed the installation of commercial metering devices on seven input collectors of JSC "LGEK". For a competent transition to calculations using metering devices, MUP "LiSA" and JSC "LGEK" adopted a program of measures that will make it possible to find sources for covering the costs of wastewater disposal for volumes of wastewater not presented for payment:

- wastewater consumed in the maintenance of common property (including not only the actual costs of the ODN, but also the discharge of water during the annual flushing of the pipelines of the central heating system, the discrepancy between the volumes actually consumed and the volumes required according to the standards for apartments not equipped with individual metering devices);

- storm sewage entering the centralized system water disposal through collectors embedded in it;

— Discharge of surface wastewater into the centralized wastewater disposal system, including unorganized discharge of surface wastewater;

— illegal tie-ins, distortion of the volume of wastewater in the presence of own wells, etc.

It should be noted that the employees of the enterprise were repeatedly awarded departmental awards, certificates of honor and thank you letters administration of the city and region. Taking into account that the direction of activity of MUP is regarded as hazardous production, the enterprise conducts social program aimed at improving the health of employees, which allows for a stable personnel policy and the absence of staff turnover.

For participation in the city and regional competition "Collective agreement, production efficiency - the basis for protecting the social and labor rights of citizens", the enterprise was recognized as the winner 4 times in various nominations.
