Wash on a delicate cycle at 30°C with a double rinse cycle (it is better to use two rinse cycles to ensure that all detergent residues are removed from the fabric and insulation) and spin at medium speed. It is acceptable to use a tumble dryer at medium temperature (40-60°C) for 30-40 minutes or until completely dry, if the top fabric is membrane, it is better to dry the product with the lining out (turned inside out). You can dry the product in a suspended state with the lining out. For stubborn stains, before washing, treat stains with a special product such as Grangers Performance Wash or Nikwax Tech Wash, allowing the detergent to soak in for 10-15 minutes. It is better to store clothes and equipment with synthetic insulation in a straightened (not compressed) state. How to restore the DWR treatment on insulated clothing or equipment DWR is a special polymer applied to the surface of the fabric to make it water-repellent. DWR processing is not forever. During the operation of the product, as well as after a certain number of washes, the effectiveness of DWR decreases. If water droplets have stopped rolling off the surface of the fabric and wet the fabric even after washing, it's time to restore the splash-proof treatment. We recommend the use of specific fabric re-spray formulations, either sprayed or poured into the washing machine, such as Grangers Clothing Repel or Performance Repel, or Nikwax TX.Direct Wash-In or Spray-On. First wash the product according to the washing instructions, then use the selected composition to restore the splash protection by spraying it directly on the front of the product while it is still damp, or running a second wash cycle, first pouring the required amount of wash-in into the washing machine . The manufacturer's instructions for the restoration of the splashproof treatment on the packaging must be followed exactly. Many DWR reconditioning products require heat activation, so it is best to dry treated clothing and equipment in a tumble dryer or dryer at medium temperature (40-60°C) for 40-50 minutes or until completely dry.

Alexander Davydov headed Voentelekom in 2013. The former director of the company, Nikolai Tamodin, was detained in September 2013. According to investigators, together with representatives of affiliated commercial organizations in 2011, he delivered to the Ministry of Defense a deliberately unusable, decommissioned and removed from the balance of the army special technical equipment.

In 2015, Nikolai Tamodin, together with his subordinate Sergei Pobezhimov, were sentenced to six and five years in a penal colony, respectively.

The Ministry of Defense banned the introduction of electronics into the territory of departmental organizations

According to the decree of the Ministry of Defense of the Russian Federation, entry into the territory of departmental regime organizations with electronic devices is now prohibited. According to Izvestia with reference to representatives of the department, the troops have already received the relevant rules and have begun to implement them.

It is forbidden to bring smartphones, phones with cameras, as well as photo and video equipment, smart watches, fitness trackers, and even push-button mobile phones into the territory of departmental facilities, as well as organizations dealing with state secrets. Any devices with Wi-Fi, Bluetooth, infrared ports, mobile modems, photo and video recording functions, and the ability to determine location were also banned.

Not all military units fall under the restrictions, but only secure facilities and organizations where they work with documents classified as “secret”, “top secret” and “of special importance”. There are a number of cases in which devices are allowed to be carried. However, before doing so, the visitor must provide a list of equipment to be carried in advance and obtain a special pass from the unit commander.

Plans to ban smartphones in the military

On February 15, 2018, it became known about the plans of the Ministry of Defense of the Russian Federation to ban the use of mobile phones with cameras and navigation in the army. Thus it is planned to deal with information leaks.

Two sources close to the General Staff of the RF Armed Forces told the Kommersant newspaper about the innovations in the use of personal cellular communications in the armed forces, and also confirmed the interlocutor in the leadership of the department.

The publication writes that the military department, at least since 2014, has been experiencing “many problems” because of this: for example, during the annexation of Crimea to Russia, the military took photographs at facilities belonging to the Ukrainian army. This data is used by investigators and the media. The military also hopes to limit the leakage of classified documents in this way.

However, as the interlocutors of Kommersant note, the ban of the Ministry of Defense can be easily circumvented. The military will be able to show the authorities a regular push-button phone, while a smartphone on silent mode can be hidden in clothes or simply put in a pocket.

The restrictive measure fits into the policy of working with military personnel pursued by the Ministry of Defense. So, in February 2018, it became known that military personnel and civilian employees of the Ministry of Defense of the Russian Federation were recommended to stop using social networks. In the future, the department is going to introduce amendments to the laws that will make them mandatory. own computer war games is a fundamental issue, - said Andrey Ilnitsky, adviser to the Minister of Defense of the Russian Federation, on the air of the Russian News Service. - Children playing computer games, often they do not play our games, they fight there not on our fields and not for our truth. This needs to be corrected. This is the most important ideological issue, this is the very battlefield for the future."

2011

In April 2011, the Ministry announced an open auction in electronic form for the supply of clothing items (270 sets of carnival costumes) for the needs of the Ministry of Defense of the Russian Federation in the amount of 1,305,990.00 Russian rubles. Required dance costumes: Snowflake, Gypsy, Ukrainian, Sailor, Dalmatian, Pirate, Firebird, Witch, Malvina Doll.

Pre-school educational institutions of the Ministry of Defense of the Russian Federation after October 1, 2011 will continue to work, but not all.

The commanders of military units have already prepared orders for the dismissal of civilian staff of subordinate kindergartens. Personnel officers prepared to make appropriate entries in the work books of employees. Parents froze in anticipation of the worst, as they were notified that kindergartens of the Russian Defense Ministry were closing and civilian personnel were being fired. But today you can relax, today is a holiday - Worker's Day preschool education !!!

As it became known, the day before Department of Education of the Ministry of Defense of the Russian Federation finally remembered that On October 1, 2011, the staffing of preschool educational institutions (DOE MO RF) expires and, accordingly, their funding is terminated.

September 19 Head of the Department of Education of the Ministry of Defense of the Russian Federation Ekaterina Priezzheva(pictured) sent a telegram to the districts to urgently report the situation in kindergartens with a deadline of September 23.

As it became known, in the telegram E. Priezzheva draws special attention to the fact that since September 1, 2011, the staffing tables in the Ministry of Defense have been terminated. Indicates that from October 1, 2011, only the civilian staff of those kindergartens will be funded, which will be included in the established order in the staff of military units and organizations of the Ministry of Defense or have a separate state.

The matter remains small wait for new states and find out which specific kindergartens of the RF Ministry of Defense will be included in the states of military units (organizations of the RF Ministry of Defense), which ones will function in a separate state and the operation of the staffing of which kindergartens will be terminated.

It can be assumed that kindergartens in closed garrisons (military camps) will continue to exist according to the states, and not according to the staffing table, but according to those preschools of the RF Ministry of Defense that are located in municipalities, my grandmother said in two.

There is an opinion that for those preschool educational institutions that are planned to be transferred to municipalities, the states will approve, and the staffing tables of the preschool educational institutions of the Ministry of Defense of the Russian Federation located on the first floors of residential buildings and subject, according to E. Priezzheva, to liquidation, as not meeting the requirements of SanPiN 2010, will be terminated.

Wait and see. The goal of shaking up the kindergartens of the Ministry of Defense is connected with one thing - to free the commanders of military units from unusual functions, so that they would be engaged in combat training, and not the problems of maintaining preschool educational institutions. This is the requirement of the President of the Russian Federation, which is being implemented by the Minister of Defense.

Who wins this. Undoubtedly commanders. Who is the loser - employees of kindergartens and parents. Civilian staff will either have to quit or work in a municipal kindergarten for a meager salary. The employees of kindergartens of the RF Ministry of Defense in closed garrisons (military camps) will be lucky, there, I hope, the wages of civilian personnel will not be reduced.

Military parents will put their child in preferential queue for a ticket to the municipal kindergarten , and parents-employees in the usual municipal queue and will wait for years when it comes up. Now, these issues, with a successful scenario, are resolved in the summer. In what repeatedly convinced.

What to do. It would be optimal to make the kindergartens of the Ministry of Defense of the Russian Federation branches of a large parent organization, to create regional licensed preschool educational clusters of the Ministry of Defense of the Russian Federation, as is done with the sanatoriums of the Ministry of Defense, which are combined into sanatorium-resort complexes, military institutes, which have become branches of the academies. With kindergartens of the Ministry of Defense of the Russian Federation they went the other way, but in vain.

Here is what elena writes. ... I am an employee of the kindergarten of the military garrison The village of Nikolaevka, Primorsky Territory, Partizansky District. We are all employees, as well as the parents of the children, all in shock. We are not handed over to the municipalities, we are not liquidated because there are no documents for liquidation yet, but they simply stop funding from October 1, 2011. If the city has an alternative to send the child to the municipal garden, then there is no such thing in the garrison, 2 gardens from the Ministry of Defense. Yes, we lose wages. How can you live on the salary of a nanny in a municipal garden. Yes normal person there will not go to work for 3 thousand rubles. Putin would live his whole life on such a salary. I am in shock and embarrassed to tears.

September 8 this year employees of Preschool Ministry of Defense of the Russian Federation No. 122 in Ulyanovsk, in an open appeal to the President of the Russian Federation, the Governor of the Ulyanovsk Region, stated that, together with the parents of the children, they were ready as a last resort lock themselves in the kindergarten building and go on a hunger strike.

Here is such a gloomy Day of a preschool education worker this year for some, however. I hope kindergartens in Nikolaevka will be preserved. And then, perhaps, someone will write in the future in their memoirs: "I spent my childhood on the concrete road of the airfield, under the wing of IL-38, since the kindergartens in the garrison were closed by the decision of the Minister of Defense ..."

But in spite of everything, nevertheless, on my own behalf, I would like to congratulate all the employees of kindergartens of the Ministry of Defense of the Russian Federation and the Pacific Fleet especially. That, contrary to the decisions of individual leaders, they did not close kindergartens “on a shovel”, did not go to get a new job, but continue to educate and educate the children of military personnel and employees of the Ministry of Defense of the Russian Federation.

Sea of Japan health, Sea of Okhotsk optimism Pacific Ocean happiness!
It's not as bad as you think! Everything is much worse! Happy holiday to you!

Historical digression

The Russian state appeared and developed in a difficult situation. That is why almost immediately, with the advent of the army, the need arose for a single body responsible for conducting various military activities, as well as command and control. The situation changed in 1531. It was then that the Discharge Order (or Discharge) was created. The competence of this body was the recruitment of rati and providing it with supplies. Later, the interests of the Discharge also included the construction of fortresses and security lines. In addition, the Discharge Order carried out command and control of troops on the southern outskirts of the state. During the second half of the 16th, as well as the entire 17th centuries, the Discharge Order continued to manage the military affairs of the state.

The situation changed only at the beginning of the 18th century, when the reforms of Peter I affected almost all spheres of life. Russian state. Naturally, they did not bypass military affairs either. Thus, the Discharge Order was replaced by the Military Collegium, which performed essentially the same functions with the only difference that the time of the Tatar raids on Rus' had passed, and Special attention the southern borders of the state were no longer required. It was under and thanks to the Military Collegium that Russian weapons won glorious victories over Turkey, Sweden, Poland and Prussia, annexing vast territories to the country.

IN early XIX century, a special manifesto of Emperor Alexander I was published. According to it, the Military Collegium was abolished. It was replaced by the Ministry of the Army. Six years later, in 1808, this Ministry was reformed into War Department with the same functions and powers.

The Patriotic War of 1812 marked a new era military history. A difficult situation on the battlefields with France demanded a radical change in the Ministry of War in accordance with the new requirements, which was carried out in the same year. Due to changes in the structure of the ministry, a number of departments were formed: engineering, inspection, artillery, audit, provisions, medical and commissariat. Separately, it is also worth mentioning the ministerial council and the office, which were not part of any of the departments, but were an integral part of the ministry.

In 1815, for a short period of time (about a year), the Russian War Ministry temporarily became part of the General Staff. However, this way of organizing the management of military affairs quickly proved to be untenable.

After 20 years, it was the turn to unite the General Staff and the War Department again. At the same time, this time the General Staff became part of the latter. However, no qualitative changes in the structure of the War Ministry took place for another 24 years. The Crimean War changed everything, during which the Russian army suffered serious losses. The backwardness of the Russian army in technical and organizational aspects became obvious.

In 1861, Emperor Alexander II appointed Field Marshal D. A. Milyutin Minister of War. It was Milyutin who initiated the extensive military reform in the state, which became like a fresh breath of air for the army, which had barely recovered from the defeat. During the reform, a territorial system of military administration was introduced, which manifested itself in the creation of military districts on the territory of the country. Conscription was also introduced for all classes, which solved a number of problems with the recruitment of the army. A separate item was also the adoption of new small arms.

Military reform D. A. Milyutina was also reflected in the structure of the Military Ministry. So, as of 1870, it included: the imperial main apartment, the General Staff, the office of the Minister of War, the military council, as well as the main departments (artillery, military educational institutions, Cossack troops, quartermaster, engineering, military-judicial and military-medical).

However, Russia did not have to take advantage of these military reforms for long: during the Russo-Japanese War in 1904-1905, its shortcomings were revealed and, if for the 1870s it was quite modern, then by the beginning of the 20th century it was completely outdated. For more effective management of the army during the Russo-Japanese War, the State Defense Council was created, which was abolished in 1908. Also followed by a series of measures designed to seriously reorganize the army Russian Empire, but it was not possible to complete them.

Ministry of Defense at the present stage

On March 16, 1992, the Ministry of Defense of the Russian Federation was established. This federal agency is responsible for public policy in the military sphere, as well as management in the field of defense.

In difficult conditions, the Ministry of Defense managed to preserve the Armed Forces, as well as ensure their development and equipping with new types of equipment. Since the beginning of the 2000s, the situation began to improve. The same period was marked by a number of major changes in the structure of the Armed Forces and the Ministry of Defense of the Russian Federation. From 1991 to 2007, six people were replaced as Minister of Defense (B. N. Yeltsin, P. S. Grachev, M. P. Kolesnikov, I. N. Rodionov, I. D. Sergeev, S. B. Ivanov).

In 2007, after the appointment of A. Serdyukov to the post of Minister of Defense, the military reform began, which was supposed to completely change the Russian Armed Forces and significantly modernize them. The military reform included:

  1. The abolition of military districts and their replacement by operational strategic directions. So, instead of six military districts, four directions were formed: "Center", "East", "West" and "South".
  2. The liquidation of such operational-tactical units as divisions and corps and the transition to the brigade structure of the Armed Forces.
  3. Widespread involvement in the life support of the army of civilian specialists (for example, civilian cooks in the canteen).
  4. Deep reform of the system of military educational institutions.
  5. Substantial mitigation of the conditions of military service for conscripts (for example, permission to use telephones, running in sneakers instead of army boots, etc.).
  6. Transfer to the brigade system of the Air Force.
  7. Reduction of military command and control.
  8. The beginning of a large-scale process of rearmament of the army.

However, this reform was not completed. In 2012, instead of Anatoly Serdyukov, Sergei Shoigu was appointed Minister of Defense of the Russian Federation. His name is associated with the beginning of a qualitatively new period in the history of the Russian Armed Forces and the Ministry of Defense in particular.

    Conclusion

Today, the Ministry of Defense of the Russian Federation is a powerful body capable of promptly carrying out military administration in the country. It makes no sense to prove that the power and strength of the army lies precisely in the ability to control this force. The structure of the Ministry of Defense is arranged in such a way as to make the management of the army as clear and precise as possible. This is helped not only by the strict selection of staff for the Ministry, but also by new technologies.

The control system of the Armed Forces of the Russian Federation is constantly being improved. The experience gained as a result of the hostilities in Syria is analyzed in every possible way, systematized and taken into account when planning further actions of the army. Another important task entrusted, however, not only to the Ministry of Defense, is the fight against international terrorism, which aims to cause enormous damage to the whole world.

Nevertheless, in such a difficult international situation, the Russian Ministry of Defense continues to fulfill its direct duties with honor and dignity and to fulfill them with great success, and the efficiency of its work is very high. Based on all this, of course, I would like to conclude that with the beginning of the 2010s, the long-awaited period of the revival of the Russian Army began.
