I. General provisions

1. Rules for admission to the federal state treasury educational institution higher education"Golitsinsky border institute Federal Service security Russian Federation” (hereinafter referred to as the Institute) and its branch in the city of Stavropol (hereinafter referred to as the Institute’s branch) determine the conditions and procedure for accepting candidates for training in the training streams for programs of secondary vocational and higher education (hereinafter referred to as the training streams, unless otherwise specified) in full-time form .

2. These Admission Rules are developed in accordance with the legislation of the Russian Federation in the field of education, as well as the legal acts of the FSB of Russia.

3. The selection of candidates for the Institute (branch of the Institute) is carried out by the bodies of the federal security service (hereinafter referred to as the security bodies) and corresponds to the procedure for selecting candidates for military service under a contract to the security agencies established by the legislation of the Russian Federation and the regulatory legal acts of the FSB of Russia.

The selection of candidates for the Institute (branch of the Institute) by other departments in their own interests is carried out in accordance with interdepartmental agreements.

The security authorities, when selecting candidates, acquaint them with section III Instructions on the procedure and conditions for the admission of citizens of the Russian Federation to educational organizations of the FSB of Russia, approved by order of the FSB of Russia dated May 20, 2014 No. 277, and the Rules for admission to the Institute (branch of the Institute).

The application (report) of the candidate for admission to study at the Institute (branch of the Institute) indicates the code of the chosen training stream, specialty or direction of training, the form of training, which entrance tests and in what form he plans to take, and a record is made of the candidate's familiarization with the Admission Rules .

An exemplary application form for a candidate is presented in Appendix No. 1 to these Admission Rules.

4. For training are accepted:

citizens of the Russian Federation who have not completed military service, aged 16 to 22 inclusive;

citizens of the Russian Federation who have completed military service, and military personnel undergoing military service by conscription or under a contract, until they reach the age of 24 years.

The age of citizens of the Russian Federation entering the Institute (branch of the Institute) is calculated on the date of their admission to study.

5. Male candidates with an education not lower than secondary general are accepted for training. The presence of education is confirmed by documents on education (certificate of secondary general (secondary (complete) general) education, diploma of secondary vocational education or diploma of primary vocational education, if it contains a record of the bearer receiving secondary (complete) general education).

Admission of candidates for training courses in educational programs of higher education from among persons studying in educational organizations of the Federal Security Service of Russia on training courses in programs of secondary vocational education is allowed upon completion of training in secondary education programs vocational education on a universal basis.

Persons with a secondary vocational education, except for persons with a diploma of secondary vocational education with the qualification of a skilled worker or employee, can only enroll in specialist programs based on secondary general education.

Persons with higher education are not accepted for training.

6. The security agencies conduct a study of candidates, their medical examination, professional psychological selection (with a mandatory survey using a polygraph), physical fitness level checks, the procedure for obtaining access to information constituting a state secret, an audit related to ensuring the own security of the security agencies, allowing to determine the suitability of candidates for military service under a contract in the security agencies, the possibility and expediency of sending them to study at the Institute (branch of the Institute) in accordance with the types of service activities.

7. Candidates undergo a preliminary and final medical examination.

For candidates from among the citizens of the Russian Federation who have not completed military service or who have completed military service, a preliminary medical examination is carried out by military medical commission the security body at the place of residence of the candidate or the Central Military Medical Commission of the FSB of Russia (hereinafter - the Central Military Commission of the FSB of Russia).

For candidates from among the military personnel undergoing military service by conscription or contract, a preliminary medical examination is carried out by the military medical commission of the security agency at the place of service of the candidate or the Central Exhibition Center of the FSB of Russia.

The final medical examination is carried out upon the arrival of candidates at the Institute (branch of the Institute) by non-staff temporary military medical commissions of educational organizations of the FSB of Russia. For candidates who have passed a preliminary medical examination of the Central Exhibition Center of the Federal Security Service of Russia, this medical examination is final.

Candidates recognized by the results of the final medical examination as unfit for admission to the Institute (branch of the Institute) are not enrolled for training and are sent to their place of residence (to the place of military service).

8. The level of physical fitness of candidates is determined by the results of the implementation of the standards specified in Appendix No. 11 to these Admission Rules. Checking the level of physical fitness of candidates is carried out in the form of a test.

The “pass” mark is given to the candidate who has scored at least the amount of points established for his category for performing the corresponding number of physical exercises, provided that the minimum threshold level in each physical exercise is reached in accordance with the table specified in Appendix No. 2. In other cases, the candidate is given the mark “not passed”. ".

Checking the level of physical fitness of candidates coming from the security agency located at the location of the Institute (branch of the Institute) can be carried out by the security agency (subdivision of the security agency) on the basis of the Institute and the branch of the Institute together with representatives of the educational organization.

A sheet confirming the passing of the standards (with the results for each exercise) is attached to the personal file of the candidate. The form of the statement is given in Appendix No. 3 to these Rules.

9. The security agency, in accordance with the requirements of the regulatory legal acts of the FSB of Russia, forms a personal file of the candidate and sends it to the Institute (when the candidate enters the Institute) or the branch of the Institute (when the candidate enters the branch of the Institute), taking into account the time of delivery to the addressee no later than May 25 year of admission.

The personal file indicates data related to the candidate's delivery entrance examinations(general subjects for which the candidate will use the results of passing the unified state exam(hereinafter - the Unified State Examination) or for which he intends to take tests in the form of written exams at the Institute in accordance with paragraph 22 of these Rules), as well as the availability of benefits and individual achievements, which the candidate intends to use when entering the Institute (branch of the Institute).

Candidates' personal files that were received by the Institute (a branch of the Institute) later than the deadline, or that were drawn up in violation of the established requirements, are returned to the security agencies or other federal executive authorities that sent them.

10. Personal files of candidates who have not passed a medical examination, professional psychological selection (including a survey using a polygraph), who received the mark "not counted" when checking the level of physical fitness, as well as those who were denied access to information constituting a state secret are not sent to the Institute (branch of the Institute).

11. Certificate of medical examination and a certificate of the results of the preliminary medical examination of candidates sent to training streams implemented in-person, who have not undergone a medical examination of the Central Exhibition Center of the Federal Security Service of Russia, with the results of the necessary tests and examinations, certificates from dispensaries, an outpatient card from childhood to the moment admission to the Institute, information from the military registration and enlistment office at the place of residence of the candidate (if there is a restriction on military service) is attached to the personal file of the candidate.

A certificate of a citizen subject to conscription for military service or a military ID indicating the category of fitness for military service, a vaccination certificate and a compulsory medical insurance policy, the candidate presents during the final medical examination to the military medical commission of the Institute.

12. To review the materials of personal files of candidates, organize entrance examinations and conduct a competition at the Institute and a branch of the Institute, a selection committee is created, the chairman of which is the head of the Institute.

As part of admission committee The following subcommittees are formed:

on consideration of personal files of candidates;

on conducting a psychological examination of candidates in the event that the selection committee of the Institute reveals violations of the requirements for issuing a conclusion on their professional suitability;

for the final medical examination of candidates at the Institute (military medical commission);

subject examinations in social science, history, biology, mathematics, Russian language, physical training.

The procedure for the work of the selection committee, as well as the composition of the subcommittees, are determined by the order of the head of the Institute.

Meetings of the selection committee are documented in minutes, which are signed by all members of the selection committee and approved by its chairman.

13. If the personal files of candidates meet the established requirements, the Institute (branch of the Institute) sends calls to the security agencies and other federal executive bodies (for candidates from among the military personnel, the calls are sent to the place of military service and to the security agency that selected them for training), signed leadership educational organization, on the admission of candidates to entrance examinations indicating the time of their arrival at the Institute (branch of the Institute).

Calls for candidates are sent (taking into account the time of their delivery to the security authorities) until June 20, 2019.

14. Fees and entrance examinations with candidates for admission to the Institute (branch of the Institute) are held from July 8 to July 26, 2019.

15. For candidates from among the military personnel who are doing military service by conscription or under a contract, on the basis of the Institute in June-July 2019, preparatory camps are held for up to 10 days.

The timing of the arrival of these military personnel is determined in the calls sent by the Institute to the security agency or other federal executive body that processed the personal file of the candidate. The passage of these military personnel to the Institute is carried out in accordance with the rules of military transportation.

The leave of candidates from among the military personnel serving under the contract must be used before they are sent to the Institute (branch of the Institute).

16. Candidates from among the citizens of the Russian Federation who have not completed or completed military service, sent to pass entrance examinations, must have with them: an order from a security agency, a birth certificate, a passport, a certificate of a citizen subject to conscription for military service or a military ID, a certificate on preventive vaccinations, a compulsory health insurance policy, a state document on the appropriate level of education (original), documents confirming the existence of special rights for admission to training, documents that are the basis for accruing additional points for tests, as well as sportswear.

17. Candidates from among the military personnel sent for entrance examinations must have with them: an order from the military unit (security agency), food, cash and clothing certificates (for military personnel undergoing military service on conscription), an identity card or a military ID, a document state sample on the appropriate level of education (original), documents confirming the existence of special rights for admission to training, documents that are the basis for accruing additional points for tests, a passport, sportswear, and military personnel serving under a contract - military transportation documents for return route. Also, military personnel must have a full set of military uniforms (according to the season) and arrive at the Institute in daily military uniform clothes.

18. Candidates who did not pass the required USE terms required for admission to the declared training course (with the exception of those who, in accordance with paragraph 22 of these Admission Rules, are granted the right to pass entrance examinations in the form of written examinations at the Institute) or who have received, based on the results of the relevant USE quantity points below the minimum established by paragraph 30 of these Admission Rules are not sent to the Institute (branch of the Institute).

II. List, form, procedure for conducting and criteria for evaluating entrance examinations

19. The results of the Unified State Examination and additional entrance tests taken by candidates at the Institute are counted as entrance tests for studying in higher education programs.

20. Upon admission, the results are counted passing the exam in the following general subjects:

a) for training in the program of the specialist Border activity - Russian language, social science;

b) for studying under the program of the specialist Legal support of national security - Russian language, history;

c) for studying under the programs of the specialist in Psychology of official activity - Russian language, mathematics (profile level).

21. The result of passing the exam is confirmed by the availability of relevant data in the federal information system ensuring the state final certification of students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations for secondary vocational and higher education (FIS GIA and admission).

The results of the Unified State Exam for admission to higher education programs are valid for four years following the year in which such results were obtained (the results of the unified state exam obtained after January 1, 2015 are valid).

22. The Institute has the right to conduct entrance examinations in the form of written exams (instead of the USE) for persons with a secondary vocational education, as well as for other persons in accordance with the legislation of the Russian Federation.

With candidates entering the higher education specialty Border Operations and having a diploma of secondary vocational education in the specialty Border Operations, entrance examinations (instead of the Unified State Examination) are held in the form of written exams in the disciplines "Russian Language" and "Legal Foundations of Border Activities", and additional entrance examinations are conducted in the form of exams increased complexity in the disciplines "History of Russia and border authorities" and "Physical training". Candidates are considered to have successfully passed the entrance examinations when they receive a score above the set value: Russian language - 42 points, history of Russia and border authorities - 36 points; legal framework for border activities - 45 points.

During the competition, the results of these exams are taken into account on a par with the results of the Unified State Examination in the relevant general education subjects.

The security authority that selected candidates for admission to the Institute who plan to take entrance examinations instead of the Unified State Examination must indicate this in the accompanying documents to their personal files (with copies of documents confirming the right to be attached).

23. Additional entrance examinations are held at the Institute in the form of exams of increased complexity:

a) upon admission to the Institute for training in the program of the specialty "Border activity" - in history and physical training;

b) upon admission to the Institute for training under the program of a specialist in Legal Support of National Security - in social science and physical training;

c) upon admission to the Institute for training under the program of a specialist in Psychology of performance - in biology and physical training.

24. For conducting entrance examinations (additional entrance examinations), the chairman of the selection committee or his deputy approves the schedule, which should contain the following information: subject, date, time, examination group, place of the examination and consultation, date of announcement of the results.

25. All written tests are conducted in Russian on the basis of sample programs secondary general education, approved by the Ministry of Education and Science of Russia, in accordance with the organizational and methodological guidelines on the procedure for organizing and conducting additional entrance examinations and entrance examinations in the form of examinations with candidates to study at the Institute in 2019 on tickets (options) approved by the chairman of the admission committee of the Institute.

For written exams in the Russian language and mathematics, the candidate is given 4 astronomical hours (240 minutes) without a break.

For written exams in social science, history and biology, 3 astronomical hours (180 minutes) are allotted without a break.

The candidate is not given the opportunity to change the version of the written assignment.

The form for conducting a written entrance examination consists of two parts: title page and leaflet. The title page indicates the type of entrance test, ticket or option number, last name, first name, patronymic of the candidate. On the insert sheet, the task is performed in accordance with the questions posed in the ticket (option). At the same time, the last name, first name, patronymic of the candidate is not affixed on the insert sheet. To identify the insert sheet and the title page, encryption is used by affixing a symbol (cipher).

26. The physical fitness exam is held within one day in the form of practical exercises in the following sequence:

Pull-ups on the crossbar. It is performed with a grip from above, each time from a stationary position in the hang on straight arms (the position of the hang is fixed, pause 1 - 2 seconds), without jerking and swinging movements of the legs; chin above the level of the crossbar;

Running 100 meters. Performed from a high start;

3 km run. It is carried out from a high start.

One attempt is allowed for all exercises. Re-execution of the exercise in order to improve the grade is not allowed (in case of a breakdown or fall, by the decision of the subject examination committee, the candidate may be given one more attempt to complete the exercise).

The form of clothing for passing the standards is sports.

The level of physical fitness of candidates is determined by the results of the implementation of the standards specified in Appendix No. 11 to these Admission Rules.

A positive result of passing an additional entrance test in physical fitness is considered to be the receipt of at least the amount of points established for its category for performing the relevant physical exercises, provided that the minimum threshold level in each physical exercise is reached in accordance with the table specified in Appendix No. 2.

Taking into account the competition held at the Institute, the level of physical fitness of candidates for admission is determined by transferring the amount of points scored to a 100-point scale according to the conversion table specified in Appendix No. 11.

27. At the entrance examinations, the candidate must have an identity document with him and present it at the request of the chairman or members of the subject examination committee.

During the written examinations, candidates are prohibited from:

talk, communicate with other candidates, arbitrarily transfer to other places;

make any notes, conventional signs on the inserts of written works, by which their authorship can be established;

use any auxiliary and reference materials that are not allowed by the subject examination committees (textbooks, teaching aids, reference books, etc.);

use technical means (mobile phones, tablets, electronic notebooks, voice recorders, other devices with Internet access, etc.).

Candidates who violate one of the requirements of this paragraph, by decision of the chairman (deputy chairman) of the selection committee, may be suspended from the exam, regardless of the amount of work performed. In this case, the chairman of the subject examination committee and the responsible secretary of the selection committee find out from the candidate the circumstances of violation of these requirements. Upon the fact of violation, an act is drawn up, which is approved by the chairman of the selection committee.

28. The candidate or his parents (legal representatives) are obliged to inform the selection committee before the start of the test about the impossibility to pass entrance examinations for health reasons or other valid reasons, documented. The medical certificate must be certified by the military medical service of the Institute.

By decision of the chairman (deputy chairman) of the selection committee, the candidate is allowed to pass the missed entrance examinations within the terms of their conduct.

29. Repeated passing of entrance examinations is not allowed.

30. The results of passing the exam, counted as entrance tests, and additional entrance tests conducted at the Institute, are evaluated on a 100-point scale.

31. For 2019, the following minimum values ​​for the number of points (hereinafter referred to as the threshold values) have been established, upon receipt of which candidates for study at the Institute are considered to have successfully passed the entrance examinations:

By USE results and written tests (instead of the exam):

a) for studying under the specialty program Border Activities: Russian language - 42 points, social studies - 45 points;

b) for studying under the program of a specialist in Legal support of national security: Russian language - 42 points, history - 36 points;

c) for studying under the programs of a specialist in Psychology of performance: Russian language - 42 points, mathematics - 34 points;

according to the results of additional entrance examinations (except for physical training):

a) for training in the program of the specialist Border activities: history - 36 points;

b) for studying under the program of the specialist Legal support of national security: social science - 45 points;

c) for training in the programs of the specialist Psychology of performance: biology - 36 points.

32. The structure of examination cards, the procedure for conducting, the criteria for evaluating the results of additional entrance examinations and entrance examinations conducted at the Institute in the form of written examinations are given:

in biology - in Appendix No. 4;

on history - in Appendix No. 5;

on the history of Russia and border authorities - in Appendix No. 6;

in social studies - in Appendix No. 7;

on the legal basis of border activities - in Appendix No. 8;

in mathematics - in Appendix No. 9;

in Russian - in Appendix No. 10.

The procedure for conducting an additional entrance test in physical fitness is given in Appendix No. 11.

33. The grades given based on the test results are communicated to the candidates by the head of the training camp after their approval by the chairman of the selection committee, but no later than two days after the test with the group (stream). Announcement of grades to parents or legal representatives of candidates is not carried out.

III. The procedure for filing and considering appeals

34. To consider the appeals of candidates for the period of passing the tests, an appeal commission is created at the Institute.

35. Based on the results of an additional admissions test (an entrance test in the form of an exam), a candidate has the right to file a written appeal with the Institute's Appeal Commission about the violation, in his opinion, of the established procedure for conducting the exam and (or) disagreement with its results (hereinafter - the appeal).

36. The appeal is filed by the candidate in person no later than the next day after the announcement of the assessment for the exam. The Admissions Committee ensures the acceptance of appeals throughout the working day.

Prior to filing an appeal, the candidate has the right to familiarize himself with his examination work in the presence of the chairman or a member of the subject examination committee.

37. Consideration of the appeal is not a retake of the exam.

During the consideration of the appeal, only the correctness of the assessment of the results of the exam is checked.

38. Consideration of appeals is carried out no later than the working day following the day of filing the appeal. The candidate has the right to be present during the consideration of the appeal and to familiarize himself with his examination paper.

With minor candidates (under 18 years of age), one of the parents or legal representatives has the right to be present during the consideration of the appeal. A candidate whose appeal is being considered must have an identity document with him, and his parents or legal representatives must have documents confirming the right to represent the interests of this candidate.

After consideration of the appeal, the decision of the Appeals Commission on the assessment of the exam is made.

39. The decision of the appeal commission drawn up in the protocol is brought to the attention of the candidate (against signature).

The decision of the appeal commission is final and not subject to revision.

IV. Conditions and procedure for admission to the Institute (branch of the Institute)

40. Candidates who have successfully passed the entrance examinations to the Institute (branch of the Institute) must submit the original documents on education before the meeting of the selection committee on the issue of enrolling candidates for study.

41. Candidates who did not appear without a valid reason for the entrance examinations, who, based on their results, scored a number of points below the threshold value established in accordance with the Admission Rules, suspended from the exam, committed gross violations of discipline, declared their desire to withdraw from the candidates' fees for various reasons, recognized unfit for admission based on the results of the final medical examination, not recommended for admission based on the results of the psychological examination of candidates (in the event that the admission committee of the Institute reveals violations of the requirements for issuing a conclusion on their professional suitability), who did not submit the original documents on education before the meeting of the selection committee on the issue of enrolling candidates to study, drop out of participation in the competition and are sent to a permanent place of residence (to the place of military service).

42. Admission to study at the Institute for higher education programs is carried out on a competitive basis based on the sum of points scored by candidates based on the results of the Unified State Examination (entrance tests in the form of written exams conducted instead of the Unified State Examination) and additional entrance tests, with ranking in descending order of the number of points scored .

As the results of entrance examinations, by decision of the selection committee, the points received by candidates when passing tests in the relevant general education subjects in other educational organizations of the FSB of Russia can be counted.

43. Candidates who have not passed the competition for the declared training stream have the right to participate in the competition for another training stream at the Institute (branch of the Institute) or other educational organization of the FSB of Russia under secondary vocational education programs.

44. Candidates who meet all other established requirements are granted the right to be admitted to the Institute without entrance examinations and the preferential right to enroll in the Institute, subject to successful completion of entrance examinations and other things being equal, in accordance with the legislation of the Russian Federation.

The preferential right to enroll in the Institute, subject to successful completion of entrance examinations and other things being equal, is granted to graduates of the First Frontier Cadet Military Corps of the FSB of Russia.

To the sum of points scored by candidates based on the results of the Unified State Examination (entrance examinations in the form of written examinations held instead of the Unified State Examination) and additional entrance examinations, 10 points are awarded if:

certificate of secondary general education with honors;

certificate of secondary (complete) general education for those awarded with a gold medal;

diploma of secondary vocational education with honors.

Other special rights upon admission to study at the Institute are granted to candidates who are among the winners or prize-winners of Olympiads for schoolchildren and meet the established requirements, in accordance with the legislation of the Russian Federation.

The specified rights of candidates must be confirmed by documents of the established form.

45. Admission for training in the training courses for educational programs of secondary vocational education is carried out without entrance examinations.

If the number of candidates for training in such streams exceeds the number of allocated places, admission to training is carried out taking into account the results of mastering the educational program of secondary general education by the candidates, indicated in the education documents submitted by them.

The preferential right to enroll in the Institute, with the same results of mastering the educational program of secondary general education by candidates and other things being equal, is granted to candidates with the highest score scored according to the results of the Unified State Examination in the Russian language.

46. ​​The decision to enroll candidates for study at the Institute (branch of the Institute) is made at a meeting of the selection committee.

The decision to enroll candidates is documented in a protocol, on the basis of which an order is issued by the head of the Institute.

Candidates for training are enrolled in the first year.

47. Candidates who are not enrolled for training are sent to their place of residence (to the place of military service) in the prescribed manner.

About the university

The Golitsyn Border Institute of the Federal Security Service of the Russian Federation is a federal state educational institution of higher professional education. The founder of the Institute is the Government of the Russian Federation. The functions of the founder are performed by the Federal Security Service of the Russian Federation.
The activities of the Institute, including educational activities, are carried out in accordance with the legislation of the Russian Federation, international treaties of the Russian Federation, interdepartmental agreements, general military Charters of the Armed Forces of the Russian Federation, the Charter of the Institute, as well as other regulatory legal acts of the Ministry of Education and Science, departmental regulations.
In 2006 the Institute passed the state attestation and accreditation. According to the results of an inspection by the FSB of Russia, the educational institution was included in the best universities educational system state security agencies.
In accordance with the current license of the Federal Service for Supervision in Education and Science, the Institute implements educational programs: postgraduate, higher, secondary and additional professional education.
Currently, for units of the border agencies of the FSB of Russia, other ministries and departments of the Russian Federation of the power bloc, in accordance with interdepartmental agreements (contracts), the institute trains specialists (officers) with higher professional education in full-time and part-time forms of education in the following specialties: jurisprudence and psychology; part-time education in the specialty jurisprudence.
In the Stavropol branch of the institute, established in 2008, specialists (ensigns) with secondary vocational education are trained in full-time education in the following specialties: jurisprudence and multichannel telecommunication systems.
In the postgraduate course of the Institute for full-time and correspondence forms training, scientific and pedagogical personnel are being trained under the program of postgraduate professional education in the specialties: "Theory and Methods of Training and Education", "Labor Psychology, Engineering Psychology, Ergonomics", " Social Psychology».

The Golitsyn Border Institute of the FSB of Russia trains officers on the basis of a license and a certificate for the right to conduct educational activities obtained as a result of a comprehensive assessment of the university by a commission of the Ministry of Education of the Russian Federation.
Teachers and officers of departments and faculties pass on their rich service and combat experience to cadets and students of the institute. More than 65% percent of the faculty of the institute have degrees and academic titles.
To ensure the training of cadets and students in specialties in accordance with the curricula, programs and teaching methods, as well as to fulfill scientific research and training of scientific and pedagogical personnel, the institute has a modern educational material and technical base.
The institute has 6 educational lecture halls, 22 display classes, language training rooms, specialized classes allow conducting all types of educational work using computer technology across the entire range of disciplines taught.
Each study group has a fixed audience, equipped with the necessary equipment.
The Institute has its own printing base, which allows to produce educational, methodological and scientific products. The general fund of educational and scientific, special and art libraries has over 210 thousand copies of educational and fiction.
