X. Formation of lists of applicants and enrollment
for education

109. Based on the results of acceptance of documents and (or) entrance examinations, the organization forms a separate list of applicants for each competition.

110. The list of applicants for each individual competition includes:

list of applicants without entrance examinations;

list of applicants USE results and/or entrance examinations(hereinafter referred to as the results of the entrance examinations), who scored at least the minimum number of points.

Admission based on the results of entrance examinations is carried out for places left after enrollment without entrance examinations within the corresponding list of applicants.

111. The list of applicants without entrance examinations is ranked on the following grounds:

1) according to the status of persons entitled to admission without entrance examinations, in the following order:

a) team members Russian Federation and specified in subparagraph 2 of paragraph 33 Order members of the national teams of Ukraine;

b) winners All-Russian Olympiad schoolchildren and specified in subparagraph 2 of paragraph 33 About the winners of the IV stage of the All-Ukrainian student Olympiads;

c) winners of the All-Russian Olympiad for schoolchildren and those indicated in subparagraph 2 of paragraph 33 Order winners of the IV stage of the All-Ukrainian student Olympiads;

d) champions (winners) in the field of sports;

e) winners of Olympiads for schoolchildren;

f) winners of Olympiads for schoolchildren;

2) for the persons specified in each of subparagraphs "a" - "e" of subparagraph 1 of this paragraph - in descending order of the number of points awarded for individual achievements;

112. The list of applicants based on the results of entrance examinations is ranked on the following grounds:

1) in descending order of the sum of competitive points;

2) if the amount of competitive points is equal - in descending order of the sum of competitive points awarded based on the results of entrance examinations, and (or) in descending order of the number of points awarded based on the results of individual entrance examinations, in accordance with the priority of entrance examinations established by the organization;

3) in case of equality according to the criteria specified in subparagraphs 1 and 2 of this paragraph, the higher place in the list is occupied by applicants who have the priority right to enroll.

The amount of competitive points is calculated as the sum of points for each entrance test, as well as for individual achievements.

113. The following information is indicated in the lists of applicants:

1) for each applicant without entrance examinations:

grounds for admission without entrance examinations;

2) for each applicant based on the results of entrance examinations:

the amount of competitive points;

the number of points for each entrance test;

the number of points for individual achievements;

Preferential enrollment right;

3) the presence of an application for consent to enrollment (filed in accordance with paragraph 116 of the Procedure).

114. Lists of applicants are posted on the official website and on the information stand and are updated daily (no later than the beginning of the working day) until the issuance of the relevant orders for admission.

115. At each stage of enrollment, the organization sets the deadline for accepting applications for consent to enrollment (when enrolling in places within the control figures for undergraduate programs and specialist programs in full-time and part-time forms of education - in accordance with paragraph 118 of the Procedure).

116. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to the places within the control figures, the original document of the established form is attached, upon admission to the places under contracts for the provision of paid educational services- the original of the document of the established form or its copy certified in accordance with the established procedure, or its copy with the presentation of the original to certify the copy admission committee(hereinafter - the statement of consent to enrollment). Attachment of the original document of the established form (a copy of the specified document upon admission to places under contracts for the provision of paid educational services) is not required if it was submitted to the organization earlier (when applying for admission or a previous application for consent to enrollment).

The statement of consent to enrollment indicates the conditions for admission and the basis for admission (if any) for one specific competition, in accordance with the results of which the applicant wants to be enrolled. The applicant may, at his own discretion, submit the specified application to a specific organization one or more times (subject to the provisions established by the Procedure).


The specified application is certified by the signature of the applicant and submitted to the organization no earlier than the day the application for admission is submitted and no later than the day the acceptance of applications for consent to enrollment is completed. On the day of completion of acceptance of applications for consent to enrollment, the organization accepts these applications until 18:00 local time (by decision of the organization - until a later time).

117. Applicants who have submitted an application for consent to enrollment are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

118. When applying for places within the framework of the control figures for undergraduate and specialist programs in full-time and part-time forms of education, the admission procedures are carried out in the following terms:

1) placement of lists of applicants on the official website and at the information stand - no later than July 27;

2) the stage of priority enrollment - enrollment without entrance examinations, enrollment to places within a special quota and a target quota (hereinafter referred to as places within quotas):

On July 28, the acceptance of applications for consent to enrollment from persons entering without entrance examinations, entering places within quotas, if these persons simultaneously applied for admission to two or more organizations higher education in accordance with paragraph 69 of the Procedure;

On July 29, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment, from among those who enter without entrance examinations, entering places within quotas;

3) enrollment based on the results of entrance examinations to the main places within the control figures remaining after enrollment without entrance examinations (hereinafter referred to as the main competitive places):

a) the first stage of enrollment in the main competitive places - enrollment in 80% of the indicated places (if 80% is a fractional value, rounding up is carried out):

the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled at the first stage of enrollment for the main competitive places is nearing completion;

within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 80% of the main competitive places are filled (taking into account rounding);

On August 3, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 80% of the main competitive places are filled;

b) the second stage of enrollment in the main competitive places - enrollment for 100% of the indicated places:

the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places is nearing completion;

within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 100% of the main competitive places are filled;

On August 8, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competitive places are filled.

119. Persons enrolled within a special quota are excluded from the lists of applicants for the main competitive places under the same admission conditions.

120. Unfilled places within the quotas can be used to enroll persons entering without entrance examinations for the main places within the control figures for the same admission conditions.

After the completion of the enrollment of persons entering without entrance examinations, persons entering places within the quotas, unfilled places within the quotas are used as the main competitive places under the same admission conditions.

121. When applying for in-place study under the undergraduate and full-time and part-time specialist degree programs at a particular organization, the applicant may, at their discretion, apply for consent to enrollment once or twice.

Moreover, if an application for consent to enrollment or withdrawal of submitted documents is submitted in the presence of a previously submitted application for consent to enrollment in this organization for the specified places, then the applicant simultaneously submits an application for refusal to enroll in accordance with the previously submitted application for consent to enrollment; a statement of refusal to enroll is the basis for excluding an applicant from the number of students enrolled for training.

122. Places vacated as a result of the expulsion of persons enrolled for training at the previous stage (previous stages) of enrollment are added to the main competitive places under the same admission conditions.

123. When applying for field studies within the target figures for undergraduate and specialist programs in absentia for training under contracts for the provision of paid educational services, as well as for training in master's programs, the enrollment procedures provided for by the Procedure are carried out in accordance with the admission rules approved by the organization independently, the enrollment deadlines are set by the organization independently, the stages of enrollment are allocated by decision of the organization.

Enrollment in places under contracts for the provision of paid educational services is carried out after enrollment in places within the control figures or regardless of the terms of enrollment in places within the control figures.

124. Enrollment for training ends before the day the school year begins.

The procedure for admission to higher education programs - bachelor's, specialist's and master's programs has been approved.

Admission rules (including enrollment procedures) to a particular organization are established by it independently in the part not regulated by the legislation on education.

Persons with a secondary general education are allowed to study undergraduate or specialist programs. At the same time, a document is submitted on the average general education, a document on secondary vocational education or a document on higher education and qualifications.

Admission is carried out on the basis of the results of the Unified State Examination and (or) according to the results of entrance examinations conducted by the organization independently (in established cases).

For full-time and part-time forms, the deadline for accepting documents is no later than June 20. The deadline for accepting documents from applicants based on the results of additional entrance examinations of a creative and (or) professional orientation is not earlier than July 7, from those entering based on the results of other entrance examinations conducted by the organization independently - not earlier than July 10.

The deadline for completion of the entrance examinations conducted by the organization on its own, the completion of the acceptance of documents from applicants without passing the specified entrance examinations is July 26.

Persons with higher education of any level are allowed to master the master's programs. At the same time, a document on higher education and qualifications is submitted.

Admission is based on the results of entrance examinations, the form and list of which are determined by the organization.

In all cases, when applying for distance learning, the deadlines are set by the admission rules approved by the organization itself.

I. General provisions

1. This Procedure for admission to study in educational programs of higher education - bachelor's programs, specialist's programs, master's programs (hereinafter referred to as the Procedure) regulates the admission of citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter referred to as applicants) for study in educational programs of higher education - bachelor's and specialist's programs (hereinafter, respectively - bachelor's programs, specialist's programs) in educational organizations of higher education (hereinafter - organizations of higher education), for training in educational programs of higher education - master's programs (hereinafter - master's programs) in organizations of higher education and scientific organizations (hereinafter together - organizations).

2. The organization announces admission to study under the bachelor's degree programs, specialist's programs, master's programs (hereinafter respectively - admission to study, educational programs) in the presence of a license to implement educational activities according to the relevant educational programs.

3. The procedure and conditions for admission to federal state organizations that carry out educational activities and are under the jurisdiction of the federal state bodies specified in Part 1 of Article 81 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" (hereinafter - Federal Law N 273-FZ), are established by the specified federal state bodies 1 .

4. The rules for admission (including enrollment procedures) to a specific organization carrying out educational activities for training in educational programs are established in the part not regulated by the legislation on education, by the organization carrying out educational activities independently 2 . Admission rules (including enrollment procedures) are regulated by the organization's local regulations 3 .

5. Persons with a secondary general education 4 are allowed to study bachelor's or specialist's programs. Persons with higher education of any level are allowed to master the master's programs 5 .

Persons with an education of the appropriate level, confirmed by:

upon admission to study in bachelor's and specialist's programs - a document on secondary general education or a document on secondary vocational education, or a document on higher education and qualifications;

upon admission to study in master's programs - a document on higher education and qualifications.

The applicant submits a document certifying the education of the appropriate level (hereinafter - the document of the established form):

a document on education or on education and qualifications of the sample established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or by the federal executive body exercising the functions of developing state policy and legal regulation in the healthcare sector, or the federal executive body responsible for the development of state policy and legal regulation in the field of culture 6 ;

a state document on the level of education or on the level of education and qualifications received before January 1, 2014 (a document on primary vocational education confirming the receipt of secondary (complete) general education, and a document on primary vocational education obtained on the basis of secondary (complete) ) general education are equated to a document on secondary vocational education 7);

document on education and qualification of the sample established by the federal state budgetary educational institution higher professional education "Moscow State University named after M.V. Lomonosov" (hereinafter - Moscow State University named after M.V. Lomonosov) and the federal state budgetary educational institution of higher professional education "St. Petersburg State University" (hereinafter - St. Petersburg State university), or a document on education and qualification of the sample established by decision of the collegiate governing body of the educational organization, if the specified document is issued to a person who has successfully passed the state final certification 8 ;

a document on education or on education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo Innovation Center 9 ;

a document (documents) of a foreign state on education or on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding education (hereinafter - the document of a foreign state on education).

6. Admission to training is carried out for the first year.

7. Admission to study is carried out within the framework of the control figures for the admission of citizens to study at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation, local budgets (hereinafter, respectively - the control figures, budgetary appropriations) and under education agreements concluded upon admission to study for account of funds of individuals and (or) legal entities (hereinafter referred to as contracts for the provision of paid educational services).

As part of the control figures, the following are distinguished:

admission quota for education in undergraduate programs, specialist programs at the expense of budget allocations for disabled children, disabled groups I and II, disabled since childhood, disabled due to military injuries or diseases received during military service, which, according to the conclusion federal institution medical and social expertise is not contraindicated in the education of orphans and children left without parental care, as well as persons from among orphans and children left without parental care (hereinafter referred to as the special quota). A special quota is established by a higher education organization in the amount of at least 10% of the total volume of control figures allocated to the specified organization for the next year, for each specialty and (or) area of ​​training;

8. Admission to study at the expense of budget allocations is carried out on a competitive basis, unless otherwise provided by Federal Law N 273-FZ 10 .

Admission to study at places with payment of tuition fees by individuals and (or) legal entities is carried out on the terms determined by local regulations of organizations in accordance with the legislation of the Russian Federation 11 .

9. The conditions for admission to training in basic vocational educational programs should guarantee the observance of the right to education and enrollment from among applicants with the appropriate level of education, the most capable and prepared to master the educational program of the appropriate level and relevant orientation of persons 12 .

10. Admission to training is carried out:

1) for bachelor's and specialist's programs (with the exception of the admission of persons entitled to admission to study without entrance examinations):

on the basis of secondary general education - on the basis of the results of a single state exam(hereinafter referred to as the USE), which are recognized as the results of entrance examinations, and (or) based on the results of entrance examinations conducted by a higher education organization independently in cases established by the Procedure;

on the basis of secondary vocational or higher education (hereinafter - professional education) - based on the results of entrance examinations, the form and list of which are determined by the organization of higher education 13 ;

2) for master's programs - based on the results of entrance examinations, the establishment of the list and the implementation of which is carried out by the organization independently.

11. The organization conducts admission under the following conditions for admission to training (hereinafter referred to as the conditions for admission):

1) for the organization as a whole, including all its branches, or separately for training in the organization and for training in each of its branches;

2) separately for full-time, part-time, part-time forms of education;

3) separately for bachelor's programs, specialist's programs, master's programs, depending on their focus (profile) in accordance with the rules specified in paragraph 13 of the Procedure.

12. For each set of conditions for admission, separate lists of applicants are formed and separate competitions are held on the following grounds for admission to training (hereinafter referred to as the grounds for admission):

1) within the control figures:

for places within the target figures minus the special quota and the target quota (hereinafter referred to as the main places within the target figures);

2) to places under contracts for the provision of paid educational services.

The organization of higher education conducts a single competition for applicants for undergraduate and specialist programs based on different levels of education on the same conditions of admission and the same grounds for admission.

13. Admission to training, depending on the direction (profile) of educational programs (subparagraph 3 of paragraph 11 of the Procedure) is carried out in the following ways:

for undergraduate programs in each area of ​​study as a whole, for specialist's programs for each specialty as a whole, for master's programs for each area of ​​study as a whole;

for each undergraduate program within the field of study, for each specialist's program within the specialty, for each master's program within the field of study;

by the totality of undergraduate programs within the field of study, by the totality of specialist's programs within the specialty, by the totality of master's programs within the field of study.

For various bachelor's, specialist's, and master's programs, admission to study can be carried out in various ways.

14. For admission to training, applicants submit an application for admission with an application required documents(hereinafter together - documents required for admission; documents submitted for admission; submitted documents).

15. A person who has been given the appropriate authority by the applicant (hereinafter referred to as the authorized representative) may carry out actions in respect of which it is established by the Procedure that they are performed by the applicant and which do not require the personal presence of the applicant (including submitting to the organization the documents necessary for admission withdraw submitted documents). The authorized person performs the indicated actions upon presentation of a power of attorney issued by the applicant and executed in accordance with the established procedure for the implementation of the relevant actions.

16. When visiting the organization and (or) face-to-face interaction with authorized officials of the organization, the applicant (trustee) presents the original of the identity document.

17. Organizational support for admission to training, including for training in the branch (branches) of the organization, is carried out by the selection committee created by the organization. The chairman of the selection committee is the head of the higher education organization, head or deputy head scientific organization. The chairman of the selection committee appoints the responsible secretary of the selection committee, who organizes the work of the selection committee, as well as the personal reception of applicants, their parents (legal representatives), proxies.

To conduct entrance examinations, the organization creates examination and appeal commissions in the manner determined by it.

The powers and procedure for the activities of the selection committee are determined by the regulation on it, approved by the head of the organization of higher education, the head or deputy head of the scientific organization. The powers and procedure for the activities of the examination and appeal commissions are determined by the provisions on them, approved by the chairman of the selection committee.

18. When applying for training within the control figures for full-time and part-time forms of education, the following admission deadlines are established:

1) for undergraduate programs, specialist's programs:

the deadline for accepting documents required for admission from persons entering training based on the results of additional entrance examinations of a creative and (or) professional orientation - not earlier than July 7;

the deadline for the acceptance of documents required for admission from persons applying for training based on the results of other entrance examinations conducted by the higher education organization independently - not earlier than July 10;

the deadline for completion of independently conducted entrance examinations by a higher education organization, the completion of the acceptance of documents required for admission from persons entering the training without passing the specified entrance examinations (hereinafter referred to as the day of completion of acceptance of documents and entrance examinations), - July 26;

2) for master's programs:

the start date for accepting documents required for admission - in accordance with the admission rules approved by the organization itself;

the deadline for completing entrance examinations is in accordance with the admission rules approved by the organization itself.

19. When enrolling in part-time education within the control figures, as well as under contracts for the provision of paid educational services, the terms specified in clause 18 of the Procedure are established by the admission rules approved by the organization independently.

II. Establishment of the list and programs of entrance examinations, scales for evaluating their results and the minimum score confirming the successful completion of entrance examinations

20. When applying for undergraduate and specialist degree programs, a higher education organization includes in the list of entrance examinations established by it on the basis of secondary general education:

1) entrance examinations in accordance with the order of the Ministry of Education and Science of the Russian Federation of September 4, 2014 N 1204 "On approval of the list of entrance examinations for admission to higher education programs - bachelor's programs and specialist's programs" 14 (hereinafter, respectively - general education entrance examinations, Order N 1204). The results of the USE are recognized as the results of general educational entrance examinations, or the specified entrance examinations are conducted by a higher education organization independently in accordance with the Procedure;

2) additional entrance tests conducted in the cases established by paragraphs 23-26 of the Procedure.

21. Certain categories of applicants on the basis of secondary general education may take general education entrance examinations conducted by a higher education organization independently (hereinafter referred to as general education entrance examinations for certain categories of applicants):

1) in any general education subjects:

a) disabled children, disabled people;

b) foreign citizens 15 ;

c) persons who received a document on secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations, inclusive, if all the attestation tests of the state final attestation for educational programs of secondary general education passed by them during the specified period were not passed in USE form(or they passed the final attestation procedures in foreign educational organizations and did not take the exam during the specified period);

2) in certain general education subjects - persons who have passed the state final certification in these general education subjects in the form of a state final exam, provided that they received a document on secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations inclusive and in during this period they did not pass the USE in the relevant general education subjects.

22. Applicants specified in paragraph 21 of the Procedure may take general education entrance examinations for certain categories of applicants in all general education subjects for which they are granted such a right, or take one or more of the indicated entrance examinations along with using the results of the Unified State Examination in other general education subjects.

23. A higher education organization, which, in accordance with Part 8 of Article 70 of Federal Law N 273-FZ, has been granted the right to conduct additional entrance tests of a profile orientation when enrolling in bachelor's and specialist's programs, may include in the list of entrance tests based on secondary general education an additional entrance test of a profile orientation in a general educational subject, in which, in accordance with the specified list, a general educational entrance test is conducted.

24. The organization of higher education may include in the list of entrance examinations on the basis of secondary general education the following additional entrance examinations of creative and (or) professional orientation:

professional test - in specialties 05/25/05 Operation of aircraft and air traffic management, 05/31/01 General medicine, 05/31/02 Pediatrics, 05/31/03 Dentistry, 05/38/02 Customs, in the areas of training 03/07/04 Urban planning, 03/25/03 Air navigation , 03/25/04 Operation of airports and provision of aircraft flights, 03/41/01 Foreign regional studies, 03/44/04 Professional education(by industry), 45.03.01 Philology;

interview - in the direction of training 44.03.03 Special (defectological) education;

professional test and (or) interview - in the areas of training 48.03.01 Theology, 49.03.01 Physical culture, 49.03.02 Physical culture for persons with disabilities (adaptive physical culture), 49.03.03 Recreation and sports and health tourism;

professional test or creative test- in the areas of training 44.03.01 Teacher Education, 44.03.05 Pedagogical education (with two training profiles);

25. Moscow State University named after M.V. Lomonosov, St. Petersburg State University has the right to conduct additional entrance tests of a profile orientation when applying for undergraduate and specialist programs in specialties and (or) areas of training determined by Moscow State University named after M.V. Lomonosov, St. Petersburg State University 16 .

26. The list of additional entrance examinations and the conditions for enrollment in undergraduate and specialist degree programs in federal state educational organizations of higher education, education in which is associated with admission to the civil service and the availability of citizens' access to information constituting state secrets, are established by the federal executive body authority, which is entrusted with the functions of the founder 17 .

27. When accepting applicants for undergraduate and specialist degree programs on the basis of vocational education (hereinafter referred to as applicants on the basis of vocational education), the organization of higher education:

a) establishes the number of entrance examinations equal to the number of entrance examinations on the basis of secondary general education;

b) includes in the list of entrance examinations all general education and additional entrance examinations included in the list of entrance examinations on the basis of secondary general education;

c) for each general educational entrance examination, establishes the form in which the entrance examination is conducted by it independently, or determines that the form of the entrance examination is the Unified State Examination;

d) may replace the general education entrance examinations established by Order N 1204 as entrance examinations at the choice of the educational organization of higher education, and (or) additional entrance examinations with other entrance examinations conducted by the organization of higher education independently:

when accepting persons with secondary vocational education for training in specialties and areas of training related to the same enlarged group of specialties and areas of training as the specialty of secondary vocational education they received;

when hiring people with higher education.

28. Applicants on the basis of vocational education:

can use the results of the Unified State Examination as the results of general educational entrance examinations conducted by the higher education organization independently;

may exercise the rights specified in paragraph 21 of the Procedure, if the form of the general education entrance examination for applicants on the basis of vocational education is the Unified State Examination.

Persons with vocational education can enroll in undergraduate programs, specialist programs based on secondary general education.

29. When forming the programs of entrance examinations conducted by the organization independently, the organization is guided by the following:

programs of general education entrance examinations and additional entrance examinations of a profile orientation are formed on the basis of the federal state educational standard of secondary general education and the federal state educational standard of basic general education. Programs of general education entrance examinations are formed taking into account the need to match the level of complexity of such entrance examinations to the level of complexity of the Unified State Examination in the relevant general education subjects;

the entrance examination programs specified in subparagraph "d" of paragraph 27 of the Procedure are formed on the basis of the federal state educational standard of secondary general education, the federal state educational standard of basic general education and (or) the corresponding federal state educational standards secondary vocational and (or) higher education;

entrance examination programs for admission to master's programs are formed" on the basis of federal state educational standards of higher education for undergraduate programs.

30. For each entrance examination, an assessment scale and a minimum number of points are established, confirming the successful completion of the entrance examination (hereinafter referred to as the minimum number of points).

When applying for undergraduate and specialist programs, the results of each entrance test conducted by a higher education organization independently are evaluated on a 100-point scale, when admitted to study at a master's program - on a scale established by the organization independently.

For the general education entrance test, the minimum number of points for the Unified State Examination, which is established by the higher education organization, is used as the minimum number of points, if it is not established by the founder of such an organization 18 . The specified minimum number of points cannot be lower than the number of USE points required for admission to study in bachelor's and specialist's programs and established by the federal executive body exercising control and supervision in the field of education 19 .

Minimal amount points for an additional entrance test, for the entrance test specified in subparagraph "d" of paragraph 27 of the Procedure, for the entrance test for admission to study in master's programs are established by the organization independently.

31. When applying for training in one educational program, the list of entrance tests and the minimum number of points cannot differ when applying for training in an organization and for training in its branch, when applying for various forms of education, as well as when applying for places within a special quota , for places within the target quota, for the main places within the target figures and for places under contracts for the provision of paid educational services.

32. The minimum score cannot be changed during admission.

III. Special rights for admission to undergraduate studies and specialist programs

33. The right to admission without entrance examinations have:

1) winners and prize-winners final stage of the All-Russian Olympiad for schoolchildren (hereinafter referred to as the winners and prize-winners of the All-Russian Olympiad), members of the national teams of the Russian Federation participating in international olympiads in general education subjects and formed in the manner established by the federal executive body responsible for developing state policy and legal regulation in the field of education (hereinafter referred to as members of the national teams of the Russian Federation), in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiads for schoolchildren or international Olympiads - within 4 years following the year of the corresponding Olympiad 20 ;

2) winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine participating in international Olympiads in general education subjects - within 4 years following the year of the corresponding Olympiad, if these winners, prize-winners and members of the national teams are among 21 :

persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects within the Russian Federation - the Republic of Crimea and a city of federal significance Sevastopol" 22 (hereinafter referred to as persons recognized as citizens);

persons who are citizens of the Russian Federation who permanently resided on the day of the admission of the Republic of Crimea to the Russian Federation on the territory of the Republic of Crimea or on the territory of the federal city of Sevastopol, and studied in accordance with state standard and (or) the curriculum of general secondary education, approved by the Cabinet of Ministers of Ukraine (hereinafter referred to as persons permanently residing in the territory of Crimea);

3) champions and medalists of the Olympic Games, Paralympic Games and Deaflympics, world champions, European champions, persons who won first place at the World Championships, European Championships in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics (hereinafter - champions (winners) in the field of sports), by specialties and (or) areas of training in the field physical education and sports 23 .

34. Disabled children, disabled people of groups I and II, disabled since childhood, disabled due to military injuries or diseases received during military service, who, according to the conclusion of the federal institution of medical and social expertise, are not entitled to admission to training within a special quota. it is contraindicated to study in the relevant educational organizations, orphans and children left without parental care, as well as persons from among orphans and children left without parental care.

35. The priority right to enrollment is granted to the following persons 24:

1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;

2) children with disabilities, disabled people of groups I and II, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in studying in the relevant educational organizations;

3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;

4) citizens who were exposed to radiation as a result of the catastrophe at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation dated May 15, 1991 N 1244-1 "On the social protection of citizens exposed to radiation as a result of the catastrophe at the Chernobyl nuclear power plant" 25 ;

5) children of servicemen who died in the performance of their duties of military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to the fight against terrorism;

6) children of deceased (deceased) Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;

7) children of employees of internal affairs bodies, institutions and bodies of the penitentiary system, the federal fire service of the State Fire Service, bodies for controlling the circulation of narcotic drugs and psychotropic substances, customs authorities, who died (deceased) as a result of injury or other damage to health received by them in connection with the performance of their official duties, or as a result of an illness they received during their service in these institutions and bodies, and the children who were dependent on them;

8) children of prosecutors who died (died) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal as a result of causing harm to health in connection with their official activities;

9) military personnel who pass military service under the contract and the continuous duration of military service under the contract of which is at least three years, as well as citizens who have completed military service by conscription and enter training on the recommendations of commanders issued to citizens in the manner established by the federal executive body, in which federal law provides for military service 26;

10) citizens who have served for at least three years under a contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 N 53-FZ "On military duty and military service" 27;

11) war invalids, combatants, as well as combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans" 28 ;

12) citizens who directly participated in the tests nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances until the date of the actual termination of these tests and exercises, direct participants in the liquidation of radiation accidents at nuclear installations of surface and submarine ships and other military facilities, direct participants carrying out and ensuring work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and persons from among the civilian personnel of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, persons who served in railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State Fire Service);

13) military personnel, including military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, employees of the internal affairs bodies of the Russian Federation, the penitentiary system, the federal fire service of the State Fire Service, who performed tasks in the conditions of an armed conflict in the Chechen Republic and in the territories adjacent to it assigned to the zone of armed conflict, and these military personnel performing tasks in the course of counter-terrorist operations on the territory of the North Caucasus region.

36. The preferential right to enroll in higher education organizations administered by federal state bodies is also granted to graduates of general educational organizations, professional educational organizations that are under the jurisdiction of federal state bodies and implement additional general education programs aimed at preparing underage students for military or other public service 29 .

37. Winners and prize-winners of Olympiads for schoolchildren held in the manner established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as Olympiads for schoolchildren), for 4 years following the year of the corresponding Olympiad , the following special rights are granted when applying for undergraduate and specialist degree programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren:

1) admission without entrance examinations for undergraduate and specialist degree programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;

2) be equated to persons who have scored maximum amount USE scores in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance tests of a profile, creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law N 273-FZ 30 (hereinafter referred to as the right to 100 points).

The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In the case of granting a special right specified in subparagraph 2 of this paragraph, the applicant is established highest score(100 points) of the relevant entrance test(s).

38. The persons specified in paragraphs 33 and 37 of the Procedure are given an advantage by equating them to persons who have scored the maximum number of USE points (100 points) in a general education subject or who have received the highest result (100 points) of an additional entrance test (tests) profile, creative and ( or) professional orientation, provided for by parts 7 and 8 of Article 70 of Federal Law N 273-FZ, if the general education subject or additional entrance test corresponds to the profile of the Olympiad or the status of a champion (winner) in the field of sports.

39. In order to provide winners and prize-winners of Olympiads for schoolchildren with special rights and benefits specified in paragraphs 37 and 38 of the Procedure, the higher education organization establishes at what levels of Olympiads and (or) for which list of Olympiads each of the specified rights and benefits is provided, and also establishes for each Olympiad (for each level of the Olympiad), for which classes of study in the general education program the results of the winner (prize-winner) must be obtained in order to provide the corresponding special right or advantage.

For Olympiads for schoolchildren of the same profile (in the case of establishing a list of Olympiads - within the established list):

a special right or advantage granted to the winners or winners and prize-winners of Olympiads for schoolchildren of the III level is also granted, respectively, to the winners or winners and prize-winners of Olympiads for schoolchildren of I and II levels;

a special right or advantage granted to the winners or winners and prize-winners of Olympiads for schoolchildren of the II level is also granted, respectively, to the winners or winners and prize-winners of Olympiads for schoolchildren of the I level.

A special right or advantage granted to the winners of the Olympiad for schoolchildren is also granted to the winners of this Olympiad.

40. In order to grant the special rights specified in subparagraphs 1 and 2 of paragraph 33 and paragraph 37 of the Procedure, and the benefits specified in paragraph 38 of the Procedure, the higher education organization independently establishes the compliance of the profile of the Olympiads with specialties and areas of training, as well as the compliance of the profile of the Olympiads (the status of a champion (winner) in the field of sports) general education subjects and additional entrance tests.

41. When applying for training under one educational program, the special rights provided for in paragraphs 33 and 37 of the Procedure, and the advantage provided for in paragraph 38 of the Procedure, cannot differ when admitted for training in an organization and for training in its branch, when admitted to various forms of education , as well as for admission to places within a special quota, to places within the target quota, to the main places within the control figures and to places under contracts for the provision of paid educational services.

42. The special rights specified in clause 37 of the Procedure, and the advantage specified in clause 38 of the Procedure, are granted to the winners and prize-winners of school Olympiads (with the exception of creative Olympiads and Olympiads in the field of physical culture and sports) if they have USE results not lower than the number of points established by the organization of higher education:

to use the special right specified in subparagraph 1 of paragraph 37 of the Procedure - in a general education subject corresponding to the profile of the Olympiad. The specified general education subject is chosen by the higher education organization from among the general education subjects corresponding to the profile of the Olympiad, established in the list of Olympiads for schoolchildren, approved by the federal executive body responsible for developing state policy and legal regulation in the field of education 31 , and if in the specified list does not establish general education subjects for which the USE is conducted - it is established by the organization of higher education independently;

to use the special right specified in subparagraph 2 of paragraph 37 of the Procedure, or the advantage specified in paragraph 38 of the Procedure - in a general education subject corresponding to the entrance test.

The higher education organization sets the specified number of points in the amount of at least 75 points.

IV. Accounting for individual achievements of applicants for admission to training

43. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training 32 . Accounting for the results of individual achievements is carried out by accruing points for individual achievements and (or) as an advantage if the sum of competitive points is equal.

Points awarded for individual achievements are included in the amount of competitive points.

The applicant submits documents confirming the receipt of the results of individual achievements. To take into account the individual achievement specified in subparagraph 6 of paragraph 44 of the Procedure, the submission of such documents is not required.

44. When applying for undergraduate and specialist degree programs, a higher education organization may award points for the following individual achievements:

1) the status of a champion and prize-winner of the Olympic Games, Paralympic Games and Deaflympics, world champion, European champion, a person who won first place at the world championship, European championship in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, the presence gold badge of distinction of the All-Russian physical culture and sports complex "Ready for Labor and Defense" (TRP) and a certificate for it of the established form - upon admission to training in specialties and areas of training that are not related to specialties and areas of training in the field of physical culture and sports (not used to obtain benefits upon admission to training for specific conditions of admission and specific grounds for admission);

2) the presence of a certificate of secondary general education with honors or a certificate of secondary general education (secondary (complete) general education), containing information about the award of a gold or silver medal;

3) a diploma of secondary vocational education with honors;

4) implementation of volunteer (voluntary) activities (if no more than four years have passed from the date of completion of the period of implementation of the specified activity until the date of completion of the acceptance of documents and entrance examinations);

5) participation and (or) results of participation of applicants in the Olympiads (not used to obtain special rights and (or) advantages when applying for training on specific conditions for admission and specific grounds for admission) and other intellectual and (or) creative competitions, physical activities and sports events held in order to identify and support individuals who have shown outstanding abilities;

6) the grade given by the higher education organization based on the results of checking the final essay, which is a condition for admission to the state final attestation in educational programs of secondary general education.

45. When applying for undergraduate and specialist programs, an applicant can be awarded no more than 10 points in total for individual achievements.

46. ​​The list of individual achievements taken into account when enrolling in bachelor's programs, specialist's programs in the event of an equal amount of competitive points, as well as individual achievements taken into account when admitting to study in master's programs, is established by the organization independently.

47. The list of individual achievements taken into account and the procedure for their accounting are established by the organization in accordance with paragraphs 43-46 of the Procedure and are indicated in the admission rules approved by the organization independently.

V. Informing about admission to training

48. The organization is obliged to familiarize the applicant and (or) his parents (legal representatives) with its charter, with a license to carry out educational activities, with a certificate of state accreditation, with educational programs and other documents regulating the organization and implementation of educational activities, rights and obligations students.

In organizations located in the territories of the Republic of Crimea and the federal city of Sevastopol, the specified familiarization and fixation of the facts of familiarization in the application for admission are carried out taking into account the recognition of these organizations as having a license to carry out educational activities and state accreditation of educational activities in accordance with parts 4 and 5 of Article 5 Federal Law of May 5, 2014 N 84-FZ "On the peculiarities of legal regulation of relations in the field of education in connection with the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects in the Russian Federation - the Republic of Crimea and the federal city of Sevastopol and on amendments to Federal Law "On Education in the Russian Federation" 33 (hereinafter - Federal Law N 84-FZ).

During admission on a competitive basis, the applicant is also provided with information about the ongoing competition and the results of its conduct 34 .

49. In order to inform about admission to training, the organization posts information on the official website of the organization in the information and telecommunication network "Internet" (hereinafter referred to as the official website), and also provides free access in the building of the organization to information posted on the information stand (scoreboard) of the reception Commission and (or) in the electronic information system (hereinafter together - the information stand).

The organization places on the official website and on the information stand information on admission to study under the bachelor's degree programs, specialist's programs, master's programs:

1) no later than October 1 of the previous year, and when informing about admission to study for 2016/17 academic year- no later than November 16, 2015 (an organization located on the territory of the Republic of Crimea or the federal city of Sevastopol - no later than December 30, 2015):

a) admission rules approved by the organization itself;

b) the number of places for admission to study under various conditions of admission:

within the control figures (indicating a special quota, without indicating a target quota);

under contracts for the provision of paid educational services;

c) information on the timing of the admission, including the timing of the start and end of the acceptance of documents required for admission, conducting entrance examinations, completing the acceptance of applications for consent to enrollment at each stage of enrollment;

d) according to various conditions of admission:

a list of entrance examinations indicating the priority of entrance examinations when ranking lists of applicants;

the minimum number of points;

information about the forms of entrance examinations conducted by the organization independently;

information on special rights and benefits specified in paragraphs 33, 37 and 38 of the Procedure (with the exception of special rights and benefits due to the levels of Olympiads for schoolchildren);

e) information about the special rights specified in paragraphs 34-36 of the Procedure;

f) information on the possibility of passing entrance examinations conducted by the organization independently, in the language of the republic of the Russian Federation on whose territory the organization is located (hereinafter referred to as the language of the republic of the Russian Federation), in foreign language(in the case of such entrance examinations);

g) information on the procedure for taking into account the individual achievements of applicants;

h) information on the possibility of submitting documents for admission to study at electronic form;

i) information about the features of conducting entrance examinations for persons with disabilities, disabled people;

j) information on the conduct of entrance examinations using remote technologies(in the case of such entrance examinations);

k) rules for filing and considering appeals based on the results of entrance examinations conducted by the organization independently;

l) information on the need (lack of need) for applicants to undergo a mandatory preliminary medical examination (examination);

m) programs of entrance examinations conducted by the organization independently;

n) a sample contract for the provision of paid educational services;

o) information on the places of acceptance of documents required for admission;

p) information on postal addresses for sending documents required for admission;

c) information on electronic addresses for sending documents required for admission in electronic form (if such a possibility is provided for by the admission rules approved by the organization itself);

r) information on the availability of hostel(s);

a) the number of places for admission to study within the target figures for various conditions of admission, indicating a special quota and a target quota;

b) information about the special rights and benefits specified in paragraphs 37 and 38 of the Procedure and determined by the levels of Olympiads for schoolchildren - according to various admission conditions;

c) information on the number of places in hostels for nonresident applicants;

d) the schedule of entrance examinations (indicating the places where they will be held).

50. The admission committee ensures the functioning of special telephone lines and a section of the official website for responding to requests related to admission to training.

51. Starting from the day of the start of accepting the documents required for admission, information on the number of submitted applications for admission and lists of persons who submitted the documents required for admission (hereinafter referred to as the lists of persons who submitted documents) are posted on the official website and on the information stand, highlighting :

1) persons entering:

a) for places within the target figures:

for places within a special quota;

for seats within the target quota;

to the main places within the control figures;

b) to places under contracts for the provision of paid educational services;

2) persons entering without entrance examinations.

In the lists of persons who submitted documents, for each applicant (with the exception of persons entering without entrance examinations), information is indicated on whether he enters training on the basis of the results of the Unified State Examination and (or) on the basis of the results of entrance examinations conducted by the organization independently.

Information on the number of applications for admission and lists of applicants are updated daily.

VI. Acceptance of documents required for admission

52. An applicant for undergraduate or specialist degree programs has the right to submit an application (applications) for admission at the same time to no more than 5 organizations of higher education. In each of these organizations, an applicant has the right to participate in the competition in no more than 3 specialties and (or) areas of training.

53. For each (each) of the specialties and directions of training indicated in paragraph 52 of the Procedure in each of the organizations indicated in paragraph 52 of the Procedure, an applicant may simultaneously submit an application (applications) for admission to study on various conditions of admission and (or) various grounds for admission.

54. If you intend to simultaneously enter the organization under different admission conditions and (or) various grounds for admission, the applicant submits one application for admission or several applications for admission in accordance with the admission rules approved by the organization itself.

55. An applicant uses each of the following special rights when enrolling in undergraduate or specialist programs at the expense of budget allocations to only one higher education organization for only one educational program of the applicant's choice (regardless of the number of grounds that determine the corresponding special right):

the right to admission without entrance examinations specified in paragraph 33 of the Procedure;

the right to admission specified in paragraph 34 of the Procedure within the limits of a special quota;

specified in subparagraph 1 of paragraph 37 of the Procedure, the right to admission without entrance examinations.

56. Each of the special rights specified in paragraph 55 of the Procedure can be used by applicants within the same organization of higher education and one educational program while applying for training on different conditions of admission and (or) different grounds for admission.

57. Simultaneously with the submission of an application for admission using each of the special rights specified in paragraph 55 of the Procedure, the applicant has the right to submit an application (applications) for admission without using the specified special rights to the same organization of higher education for the same and (or) other educational programs, as well as to other institutions of higher education.

58. An applicant can simultaneously use the right to 100 points when applying for training on various admission conditions and (or) different grounds for admission, as well as simultaneously use several grounds for using the right to 100 points, including within one separate competition.

For each reason for using the right to 100 points, the higher education institution establishes one or more general education entrance tests or one or more additional entrance tests, according to which applicants can use this right.

When establishing several general education entrance examinations to use the right to 100 points, this right is granted to applicants for one test of their choice.

When establishing several additional entrance tests to use the right to 100 points, the higher education organization grants this right to applicants simultaneously for all these tests or for one or more tests at the choice of applicants.

59. The advantage specified in paragraph 38 of the Procedure is used in the same manner as the right to 100 points.

60. Acceptance of documents required for admission is carried out in the buildings of the organization, as well as, if necessary, in the buildings in which its branches are located. Reception of the specified documents can also be carried out by authorized officials of the organization in the buildings of other organizations and (or) in mobile points for receiving documents.

61. The documents required for admission are submitted (sent) to the organization in one of the following ways:

1) are presented to the organization personally by an applicant (trustee), including:

at the location of the branch;

to an authorized official of the organization who accepts documents in the building of another organization or in a mobile document reception point;

3) are sent to the organization in electronic form (if such a possibility is provided for by the admission rules approved by the organization itself).

62. If the documents required for admission are submitted to the organization by the applicant (trustee), the applicant (trustee) is issued a receipt for receiving documents.

63. In the case of sending the documents required for admission through public postal operators or in electronic form, these documents are accepted if they did not arrive at the organization late completion of the acceptance of documents established by the admission rules approved by the organization itself.

64. The organization posts on the official website a list of persons who have submitted the documents required for admission, indicating information on acceptance or refusal to accept documents (in case of refusal, indicating the reasons for refusal).

65. In the application for admission, the applicant indicates the following information:

1) last name, first name, patronymic (if any);

2) date of birth;

3) information about citizenship (lack of citizenship);

4) details of the identity document (including an indication of when and by whom the document was issued);

5) information that the applicant is a person recognized as a citizen, or a person permanently residing in the territory of Crimea (for applicants who are such persons);

6) information about education and a document of the established form that meets the requirements specified in paragraph 5 of the Procedure;

7) conditions for admission to studies and grounds for admission;

8) upon admission to study in bachelor's and specialist's programs - information about the presence or absence of special rights for the applicant (if there are special rights - indicating information about documents confirming the existence of such rights);

9) upon admission to study under the bachelor's and specialist's programs - information about passing the exam and its results (if there are several USE results that have not expired, it is indicated which USE results and in which general education subjects should be used);

10) when enrolling in bachelor's and specialist's programs - information about the intention to participate in the competition based on the results of general education entrance examinations conducted by the higher education organization independently (indicating the grounds for participating in the competition based on the results of such entrance examinations and the list of entrance examinations);

11) information about the intention to take entrance examinations conducted by the organization independently, in the language of the Republic of the Russian Federation, in a foreign language (indicating the list of entrance examinations);

12) information about the need to create special conditions for the applicant during entrance examinations due to his limited health or disability (indicating the list of entrance examinations and special conditions);

13) information about the intention to take entrance examinations using remote technologies and the place of their delivery;

14) information about the presence or absence of individual achievements of the applicant (if any, indicating information about them);

15) information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;

16) postal address and (or) e-mail address (at the request of the applicant);

17) the method of returning the submitted documents in case of non-admission to training (in case of submission of original documents).

66. In the application for admission, the following facts are recorded with certification by the personal signature of the applicant:

1) familiarization of the applicant (including through Information Systems common use):

with a copy of the license for educational activities (with an attachment);

with a copy of the certificate of state accreditation (with an attachment) or with information about the absence of the specified certificate;

with information about the special rights and benefits provided to applicants when admitted to study in undergraduate and specialist programs;

with the deadlines for accepting applications for consent to enrollment;

with the admission rules approved by the organization independently, including the rules for filing an appeal based on the results of entrance examinations conducted by the organization independently;

2) the applicant's consent to the processing of his personal data;

3) familiarization of the applicant with information about the need to indicate in the application for acceptance of reliable information and submit original documents;

4) upon admission to training in the field within the control figures:

upon admission to study under the bachelor's degree programs, specialist's programs - the applicant does not have a bachelor's degree, a specialist's diploma, a master's degree;

upon admission to study in master's programs - the applicant does not have a specialist diploma, a master's diploma, with the exception of applicants with higher professional education, confirmed by the assignment of the qualification "certified specialist" 35 ;

5) upon admission to study under the bachelor's and specialist's programs:

confirmation of the simultaneous submission of applications for admission to no more than 5 organizations of higher education, including the organization to which this application is submitted;

when submitting several applications for admission to a higher education organization - confirmation of the simultaneous submission of applications for admission to this organization in no more than 3 specialties and (or) areas of training;

6) upon admission to study in bachelor's and specialist's programs in places within the control figures on the basis of special rights specified in clauses 33 and 34 of the Procedure and in subparagraph 1 of clause 37 of the Procedure:

confirmation of the application for admission on the basis of the relevant special right only to this institution of higher education;

when submitting several applications for admission to this institution of higher education - confirmation of the submission of an application for admission on the basis of the corresponding special right only to this educational program.

67. In the case of submission of documents required for admission, in accordance with subparagraph 1 of paragraph 61 of the Procedure, the application for admission and the facts recorded in it in accordance with paragraph 66 of the Procedure are certified by the personal signature of the applicant (authorized person).

68. When applying for admission, the applicant submits:

1) document (documents) proving identity, citizenship;

2) if the applicant is a person recognized as a citizen, or a person permanently residing in the territory of Crimea, a document (documents) confirming that he is such a person in accordance with the conditions for classifying as such persons established by the Federal Constitutional Law of March 21, 2014 d. N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects in the Russian Federation - the Republic of Crimea and the federal city of Sevastopol" and (or) Federal Law N 84-FZ;

3) a document of the established form that meets the requirements specified in paragraph 5 of the Procedure (an applicant can submit both a document on secondary general education and a document on secondary vocational (initial vocational) or higher education).

When submitting a document of a foreign state on education, an applicant submits a certificate of recognition of a foreign education, except for the following cases:

when submitting a document of a foreign state on education, which corresponds to part 3 of article 107 of the Federal Law N 273-FZ;

upon admission to an educational organization of higher education, which has the right to independently carry out, in the manner established by it, the recognition of foreign education and (or) foreign qualifications that do not meet the conditions provided for by Part 3 of Article 107 of Federal Law N 273-FZ 36;

when submitting a document on education, the sample of which is approved by the Cabinet of Ministers of Ukraine, if the holder of this document is a person recognized as a citizen, or a person permanently residing in the territory of Crimea 37 ;

4) for applicants specified in subparagraph "a" of subparagraph 1 of paragraph 21 of the Procedure, with the intention to participate in the competition based on the results of general educational entrance examinations for certain categories of applicants - a document confirming disability;

5) if it is necessary to create special conditions during entrance examinations - a document confirming limited health or disability that requires the creation of these conditions;

6) for children with disabilities, disabled people of groups I and II, disabled since childhood, disabled due to a military injury or illness received during military service - the conclusion of the federal institution of medical and social expertise on the absence of contraindications for training in relevant organizations;

7) for the use of a special right or advantage by the winners and prize-winners of the All-Russian Olympiad, - a document confirming that the applicant is the winner or prize-winner of the final stage of the All-Russian Olympiad for schoolchildren;

8) for the use of a special right or advantage by the winners and prize-winners of the IV stage of the All-Ukrainian student Olympiad, specified in subparagraph 2 of paragraph 33 of the Procedure, - a document confirming that the applicant is the winner or prize-winner of the IV stage of the All-Ukrainian student Olympiad;

9) for the use of a special right or advantage by members of the national teams of the Russian Federation - a document confirming that the applicant was included in the number of members of the national team;

10) for the use of a special right or advantage by members of the national teams of Ukraine specified in subparagraph 2 of paragraph 33 of the Procedure - a document confirming that the applicant was included in the number of members of the national team;

11) for the use of a special right or advantage by champions (winners) in the field of sports - a document confirming the status of the said champion or prize-winner;

12) in order to use the right to admission within a special quota - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years;

13) in order to use the pre-emptive enrollment right specified in paragraph 35 of the Procedure, a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years ;

14) in order to use the preferential enrollment right specified in clause 36 of the Procedure, a standard document issued by a general educational organization or a professional educational organization that is under the jurisdiction of a federal state body and implements additional general education programs aimed at preparing underage students for military or other public service ;

15) for the use of a special right or advantage by the winners and prize-winners of the Olympiads for schoolchildren - a document confirming that the applicant is the winner or prize-winner of the Olympiad for schoolchildren;

16) documents confirming the individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with the admission rules approved by the organization independently (submitted at the discretion of the applicant);

17) other documents (submitted at the discretion of the applicant);

18) 2 photographs of the applicant - for persons entering according to the results of entrance examinations conducted by the organization independently.

69. Applicants may submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.

Simultaneously with the submission of the application for admission, the applicant submits an application for consent to enrollment with the original document of the established form (in accordance with paragraph 116 of the Procedure) upon admission to training in the field within the control figures:

1) on the basis of a special right specified in paragraph 33 of the Procedure;

2) on the basis of a special right specified in subparagraph 1 of paragraph 37 of the Procedure;

3) within a special quota;

4) within the target quota.

70. In case of admission to training in accordance with two or more subparagraphs of paragraph 69 of the Procedure, the applicant:

submits an application for consent to enrollment with the original document of the established form attached to one of the organizations;

in applications for admission to other organizations, indicates to which organization an application for consent to enrollment has been (will be) submitted.

71. The document specified in subparagraph 4 or 5 of paragraph 68 of the Procedure is accepted by the organization if its validity period expires no earlier than the day of filing an application for admission, the document specified in subparagraph 6, or 12, or 13 of paragraph 68 of the Procedure, - if its term action expires no earlier than the day of completion of the acceptance of documents and entrance examinations.

The applicant may submit, when submitting the documents required for admission, the document specified in subparagraph 6, or 12, or 13 of paragraph 68 of the Procedure, the validity of which expires earlier than the day of completion of the acceptance of documents and entrance examinations, but not earlier than the day of filing an application for admission. At the same time, the corresponding rights are granted to the applicant, if before the day of completion of the acceptance of documents and entrance examinations, inclusive, he submitted a document, the validity of which expires no earlier than the specified day.

If the document specified in subparagraph 4, or 5, or 6, or 12, or 13 of paragraph 68 of the Procedure does not indicate its validity period, the period is assumed to be one year, starting from the date of receipt of the document.

The document specified in subparagraph 7, or 8, or 9, or 10, or 15 of paragraph 68 of the Procedure is accepted by the organization, taking into account the period specified in paragraph 33 or 37 of the Procedure, respectively.

72. An application for admission is submitted in Russian, documents made in a foreign language - with a translation into Russian, certified in the prescribed manner. Documents received in a foreign state shall be submitted legalized in accordance with the procedure established by the legislation of the Russian Federation, or with an apostille (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and affixing of an apostille are not required). Documents issued in accordance with the legislation of Ukraine and submitted by persons recognized as citizens and persons permanently residing in the territory of Crimea are not required to legalize, affix an apostille and submit a duly certified translation into Russian.

An applicant may submit an application for admission in the language of the Republic of the Russian Federation or in a foreign language, if the organization has established such a possibility.

73. If an applicant submits an application for admission that does not contain all the information provided for by the Procedure, as well as in the event of an incomplete set of documents and (or) non-compliance of the submitted documents with the requirements established by the Procedure, the organization returns the documents to the applicant:

in the case of submission of documents to the organization personally arriving (authorized person) - on the day of submission of documents;

in case of sending documents through public postal operators or in electronic form - within 3 working days after the day the documents are received by the organization.

74. Upon admission to training in specialties and areas of training included in the list of specialties and areas of training, upon admission to training in which applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position or specialty, approved by Decree of the Government of the Russian Federation of August 14, 2013 N 697 38, applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position, profession or specialty.

75. The organization checks the accuracy of the information specified in the application for admission, and the authenticity of the submitted documents. When carrying out the specified check, the organization has the right to apply to the relevant state information systems, state (municipal) bodies and organizations.

76. Upon receipt of the submitted documents by the organization, a personal file of the applicant is formed, in which the indicated documents, materials for passing entrance examinations, including documents related to the appeal, as well as originals and (or) copies of powers of attorney submitted to the organization by authorized persons are stored.

77. The applicant has the right at any stage of admission to study to withdraw the submitted documents by submitting an application for the withdrawal of documents in the manner specified in paragraph 61 of the Procedure, indicating the method of returning the documents (transfer to the person who recalled the submitted documents (trustee), sending through postal operators common use).

78. If, upon admission to places within the control figures (to places under contracts for the provision of paid educational services), the applicant (trustee) before the completion of the enrollment procedures under the relevant conditions for admission to places within the control figures (to places under contracts for the provision of paid educational services) filed an application for revocation of documents, the submitted documents are issued:

within two hours after the submission of the application - in case of submission of the application no later than 2 hours before the end of the working day;

within the first two hours of the next working day - in case of submitting an application less than 2 hours before the end of the working day.

79. In case of revocation of documents (with the exception of the case specified in paragraph 78 of the Procedure) or non-admission to training, the original documents submitted by a person entering the places within the control figures (for places under contracts for the provision of paid educational services) are returned within 20 working days after the withdrawal of the submitted documents or after the completion of the enrollment procedures under the relevant conditions for admission to places within the control figures (for places under contracts for the provision of paid educational services) in accordance with the method of return specified in the application for withdrawal of submitted documents or in the application for admission .

VII. Entrance examinations conducted by the organization independently

80. The Organization independently conducts, in accordance with the Procedure, general education entrance examinations in the cases established by the Procedure, additional entrance examinations, entrance examinations specified in subparagraph "d" of paragraph 27 of the Procedure, entrance examinations for admission to study in master's programs. When applying for training, the results of final exams of preparatory departments, preparatory faculties, courses (schools) and other tests that are not entrance tests conducted in accordance with the Procedure are not used.

81. Entrance tests are conducted in written or oral form, with a combination of these forms, in other forms determined by the organization.

82. Entrance tests are conducted in Russian.

Along with conducting entrance examinations in Russian, all or separate entrance examinations conducted by the organization independently can be conducted in the language of the Republic of the Russian Federation and (or) in a foreign language, if the admission rules approved by the organization independently, or other local regulatory act of the organization establishes, that the relevant entrance examinations are conducted in the language of the Republic of the Russian Federation and (or) in a foreign language.

Passing the entrance test in the language of the Republic of the Russian Federation, in a foreign language is carried out at the request of the applicant.

When conducting the same entrance examination in Russian, as well as in the language of the Republic of the Russian Federation and (or) in a foreign language, the form and program of the entrance examination conducted in the language of the Republic of the Russian Federation and (or) in a foreign language must comply with the form conducting and the program of the entrance examination conducted in Russian.

83. The organization may conduct, in the manner prescribed by the admission rules approved by the organization independently, or by another local regulatory act of the organization, entrance examinations using remote technologies, subject to the identification of applicants during the entrance examinations.

84. One entrance test is conducted simultaneously for all applicants or at different times for various groups of applicants (including as the indicated groups are formed from among the persons who submitted the necessary documents).

For each group of applicants, one entrance test is conducted on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test in one day.

85. For one general education subject within the framework of one competition, one general education entrance test is established.

Entrance tests conducted in different languages ​​are conducted separately.

When the organization conducts independently entrance examinations, identical in name and language of conduct:

1) the general education entrance examination is conducted as a single one for all competitions;

2) additional entrance examinations, entrance examinations specified in subparagraph "d" of paragraph 27 of the Procedure, entrance examinations for admission to study in master's programs are carried out in one of the following ways:

a separate entrance test within each competition;

a single entrance test within several competitions.

86. The applicant once passes each entrance test from among those specified in paragraph 85 of the Procedure. When the organization independently conducts an entrance test in various languages, the applicant chooses one language from those offered by the organization and passes the entrance test in the selected language.

87. Persons who have not passed the entrance test for a good reason (illness or other documented circumstances) are allowed to take the entrance test in another group or on a reserve day.

88. During the entrance examinations, their participants and persons involved in their conduct are prohibited from carrying and using means of communication. Participants of the entrance examinations may carry and use reference materials and electronic computers permitted by the admission rules, approved by the organization independently, for use during the entrance examinations.

89. If an applicant violates the rules of admission during the entrance examinations, approved by the organization independently, the authorized officials of the organization have the right to remove him from the place of the entrance examination with the drawing up of an act of removal.

90. The results of the entrance examination are announced on the official website and at the information stand:

a) when conducting an entrance examination in oral form - on the day of its conduct;

b) when conducting an entrance examination in a different form:

for additional entrance examinations, entrance examinations for admission to study in master's programs - within the time period established by the admission rules approved by the organization independently;

for other entrance examinations - no later than the third working day after the entrance examination.

91. After the announcement of the results of the written admissions test, the applicant (trustee) has the right to familiarize himself with his work (with the work of the applicant) on the day the results of the written entrance examination are announced or during the next working day.

VIII. Features of conducting entrance examinations for persons handicapped and handicapped

92. The organization ensures the conduct of entrance examinations for applicants from among persons with disabilities and (or) disabled people (hereinafter collectively - applicants with disabilities) taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter - individual characteristics) .

93. The organization must create material and technical conditions that ensure unhindered access of applicants with disabilities to classrooms, toilets and other premises, as well as their stay in these premises (including the presence of ramps, lifts, handrails, widened doorways , elevators; in the absence of elevators, the audience should be located on the first floor of the building).

94. Entrance tests for applicants with disabilities are held in a separate classroom.

The number of applicants with disabilities in one classroom should not exceed:

when passing the entrance test in writing - 12 people;

when passing the entrance test orally - 6 people.

It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for applicants with disabilities in the same classroom together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

It is allowed to be present in the audience during the entrance test of an assistant from among the employees of the organization or involved persons, who provides applicants with disabilities with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the task, communicate with teachers conducting the entrance examination). trial).

95. The duration of the entrance test for applicants with disabilities is increased by the decision of the organization, but not more than 1.5 hours.

96. Applicants with disabilities are provided in an accessible form with information on the procedure for conducting entrance examinations.

97. Applicants with disabilities may, in the process of passing the entrance test, use the technical means necessary for them in connection with their individual characteristics.

98. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:

1) for the blind:

assignments for the entrance examination are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;

applicants for the assignment, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;

2) for the visually impaired:

individual uniform illumination of at least 300 lux is provided;

applicants to complete the task, if necessary, are provided with a magnifying device; it is also possible to use your own magnifying devices;

assignments to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font;

3) for the deaf and hard of hearing, sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided to applicants;

4) for the deaf and blind, the services of a typhlosound and sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and the deaf);

5) for persons with severe speech impairments, the deaf, hard of hearing, oral entrance examinations are conducted in writing (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to a magistracy - by decision of the organization);

6) for persons with impaired motor functions of the upper limbs or the absence of upper limbs:

written tasks are performed on a computer with specialized software or dictated to an assistant;

entrance examinations conducted in writing are conducted orally (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to a master's program - by decision of the organization).

99. The conditions specified in paragraphs 93-98 of the Procedure are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

100. The organization can conduct entrance examinations for applicants with disabilities using remote technologies.

IX. General Rules for Filing and Considering Appeals

101. According to the results of the entrance examination conducted by the organization independently, the applicant (trustee) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

102. An appeal is filed in one of the ways specified in paragraph 61 of the Procedure.

103. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the evaluation of the results of the entrance examination is checked.

104. An appeal is filed on the day of the announcement of the results of the entrance examination or within the next working day. An appeal for violation of the established procedure for conducting an entrance test can also be filed on the day of the entrance test.

105. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

106. The applicant (trustee) has the right to be present during the consideration of the appeal. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the law as fully capable before reaching the age of majority 39 .

107. After consideration of the appeal, the Appeal Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

108. In the case of an entrance examination using remote technologies, the organization ensures that appeals are considered using remote technologies.

X. Formation of lists of applicants

and enrollment in education

109. Based on the results of acceptance of documents and (or) entrance examinations, the organization forms lists of applicants for each individual competition for various admission conditions.

As part of the control figures, separate lists of applicants are formed:

for places within a special quota;

for seats within the target quota;

to the main places within the control figures (hereinafter referred to as the main places).

110. The list of applicants for each individual competition includes a list of applicants without entrance examinations and a list of applicants based on the results of the Unified State Examination and (or) entrance examinations (hereinafter referred to as the results of entrance examinations).

Admission based on the results of entrance examinations is carried out for places left after enrollment without entrance examinations within the corresponding list of applicants.

111. The list of applicants without entrance examinations is ranked on the following grounds:

1) according to the status of persons entitled to admission without entrance examinations, in the following order:

a) members of the national teams of the Russian Federation and the members of the national teams of Ukraine specified in subparagraph 2 of paragraph 33 of the Procedure;

b) the winners of the All-Russian Olympiad for schoolchildren and the winners of the IV stage of the All-Ukrainian student Olympiads indicated in subparagraph 2 of paragraph 33 of the Procedure;

c) winners of the All-Russian Olympiad for schoolchildren and the winners of the IV stage of the All-Ukrainian student Olympiads indicated in subparagraph 2 of paragraph 33 of the Procedure;

d) champions (winners) in the field of sports;

e) winners of Olympiads for schoolchildren;

f) winners of Olympiads for schoolchildren;

2) for the persons specified in each of subparagraphs "a" - "e" of subparagraph 1 of this paragraph - in descending order of the number of points awarded for individual achievements;

112. The list of applicants based on the results of entrance examinations is ranked on the following grounds:

1) in descending order of the sum of competitive points;

2) if the amount of competitive points is equal - in descending order of the sum of competitive points awarded based on the results of entrance examinations, and (or) in descending order of the number of points awarded based on the results of individual entrance examinations, in accordance with the priority of entrance examinations established by the organization;

3) in case of equality according to the criteria specified in subparagraphs 1 and 2 of this paragraph, the higher place in the list is occupied by applicants who have the priority right to enroll.

The amount of competitive points is calculated as the sum of points for each entrance test, as well as for individual achievements.

113. The following information is indicated in the lists of applicants:

1) for each applicant without entrance examinations:

grounds for admission without entrance examinations;

2) for each applicant based on the results of entrance examinations:

the amount of competitive points;

the number of points for each entrance test;

the number of points for individual achievements;

Preferential enrollment right;

3) the presence of an application for consent to enrollment (filed in accordance with paragraph 116 of the Procedure).

114. Lists of applicants are posted on the official website and on the information stand and are updated daily (no later than the beginning of the working day) until the issuance of the relevant orders for admission.

115. At each stage of enrollment, the organization sets the deadline for accepting applications for consent to enrollment (when enrolling in places within the control figures for undergraduate programs and specialist programs in full-time and part-time forms of education - in accordance with paragraph 118 of the Procedure).

116. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to the places within the control figures, the original document of the established form is attached, when entering the places under contracts for the provision of paid educational services - the original document of the established form or its copy certified in in accordance with the established procedure, or a copy of it with the presentation of the original for certification of the copy by the selection committee (hereinafter referred to as the statement of consent to enrollment). Attachment of the original document of the established form is not required if it was submitted to the organization earlier (when applying for admission or a previous application for consent to enrollment).

The statement of consent to enrollment indicates the conditions for admission and the grounds for admission, in accordance with which the applicant wants to be enrolled.

The specified application is certified by the signature of the applicant and submitted to the organization no later than the day the acceptance of applications for consent to enrollment is completed. On the day the acceptance of applications for consent to enrollment is completed, the specified application is submitted to the organization no later than 18:00 local time.

117. Applicants who have submitted an application for consent to enrollment are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

118. When applying for places within the framework of the control figures for undergraduate and specialist programs in full-time and part-time forms of education, the admission procedures are carried out in the following terms:

1) placement of lists of applicants on the official website and at the information stand - no later than July 27;

2) the stage of priority enrollment - enrollment without entrance examinations, enrollment to places within a special quota and a target quota (hereinafter referred to as places within quotas):

On July 28, the acceptance of applications for consent to enrollment from persons entering without entrance examinations, entering places within quotas, if these persons simultaneously submitted applications for admission to two or more higher education organizations in accordance with paragraph 69 of the Procedure;

On July 29, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment, from among those who enter without entrance examinations, entering places within quotas;

3) enrollment based on the results of entrance examinations to the main places left after enrollment without entrance examinations (hereinafter referred to as the main competitive places):

a) the first stage of enrollment in the main competitive places - enrollment in 80% of the indicated places (if 80% is a fractional value, rounding up is carried out):

the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled at the first stage of enrollment for the main competitive places is nearing completion;

within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 80% of the main competitive places are filled (taking into account rounding);

On August 3, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 80% of the main competitive places are filled;

b) the second stage of enrollment in the main competitive places - enrollment for 100% of the indicated places:

the acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places is nearing completion;

within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 100% of the main competitive places are filled;

On August 8, an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competitive places are filled.

119. Persons enrolled within a special quota are excluded from the lists of applicants for the main competitive places under the same admission conditions.

120. Unfilled places within quotas can be used to enroll persons entering without entrance examinations for the main places. After the completion of the enrollment of persons entering without entrance examinations, persons entering places within quotas, unfilled places within quotas are added to the main competitive places under the same admission conditions.

121. Upon admission to study at places within the control figures for undergraduate and specialist degree programs in full-time and part-time forms of study, the applicant can twice submit to the higher education organization an application for consent to enrollment indicating various conditions for admission and (or) grounds for admission .

If an applicant has submitted an application for consent to enrollment and after that re-submits an application for consent to enrollment to this organization or withdraws the submitted documents from this organization, then he simultaneously submits an application for refusal to enroll in accordance with the previously submitted application for consent to enrollment or application on deduction from the place to which he was enrolled in this organization at one of the previous stages of enrollment.

122. Places vacated as a result of the expulsion of persons enrolled in training are added to the main competitive places under the same admission conditions.

123. Upon admission to study at places within the framework of the control figures for bachelor's programs and programs of a specialist in correspondence courses, for study under contracts for the provision of paid educational services, as well as for study under master's programs, the enrollment procedures are carried out in accordance with the admission rules, approved by the organization independently, the terms of enrollment are established by the decision of the organization.

Enrollment in places under contracts for the provision of paid educational services is carried out after enrollment in places within the control figures or regardless of the terms of enrollment in places within the control figures.

124. Enrollment for training ends no later than 10 days before the start of the academic year.

Orders for admission to training are posted on the day of their publication on the official website and on the information stand and must be available to users of the official website within 6 months from the date of their publication.

XI. Features of the organization of targeted reception

125. Organizations have the right to carry out targeted reception within the target figures set by them 40 .

The target admission quota for undergraduate, specialist's, and master's programs in each specialty and in each area of ​​training is annually established by the founders of organizations 41 .

Within the framework of the specialty or area of ​​training, the target quota is set by the founder of the organization:

1) for the organization as a whole or with details for the organization and its branches;

2) with or without detailing according to the forms of education;

3) with or without detailing for undergraduate programs within the field of study, for specialist's programs within the specialty, for master's programs within the field of study.

126. If the founder of the organization establishes a target quota without detailing on any of the signs specified in paragraph 125 of the Procedure, the organization independently carries out the specification of the target quota in accordance with subparagraphs 1 and 2 of paragraph 125 of the Procedure, and also, if necessary, under subparagraph 3 of paragraph 125 of the Procedure ( depending on the method of the reception in accordance with clause 13 of the Procedure).

127. Target admission is carried out within the established quota on the basis of an agreement on targeted admission concluded by the organization with those who have entered into an agreement on targeted training with a federal citizen government agency, a state authority of a constituent entity of the Russian Federation, a local self-government body, a state (municipal) institution, a unitary enterprise, a state corporation, a state company or a business entity, in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or municipality 42 (hereinafter referred to as targeted reception customers).

The founder of the organization can detail the target quota for individual customers of target admission. In the event that a target quota is set by the founder of an organization without the specified detailing, the quota can be detailed for individual customers of targeted reception by the organization independently.

128. In the list of applicants for places within the target quota, information is indicated on those who have concluded an agreement on targeted training with an incoming body or organization.

129. The essential terms of the agreement on targeted acceptance are:

obligations of the organization to organize targeted admission of a citizen who has concluded an agreement on targeted training;

obligations of the body or organization specified in clause 127 of the Procedure for organizing training and industrial practice a citizen who has concluded an agreement on targeted training 43 .

130. The list of applicants for admission and the list of applicants for places within the target quota do not contain information related to targeted admission in the interests of state security.

131. Enrollment in places within the target quota of persons whose training is carried out in the interests of state security is issued by a separate order (orders), which is not subject to placement on the official website and on the information stand.

XII. Features of the reception of foreign citizens and stateless persons

132. Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens ), as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services 44 .

133. Admission of foreign citizens and stateless persons, including compatriots living abroad, within the limits of the quota for the education of foreign citizens, is carried out at the direction of the federal executive body responsible for developing state policy and legal regulation in the field of education. These persons pass additional entrance examinations of creative and (or) professional orientation in the event that such entrance examinations are conducted by a higher education organization. The enrollment of foreign citizens and stateless persons within the limits of the quota for the education of foreign citizens is formalized by a separate order (orders) of the organization.

134. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided they comply with the requirements provided for by Article 17 of Federal Law No. 99-FZ of May 24, 1999 "On public policy Russian Federation in relation to compatriots abroad" 45 (hereinafter - Federal Law N 99-FZ).

135. Compatriots living abroad and who are not citizens of the Russian Federation are not subject to special rights for admission to undergraduate and specialist programs provided in accordance with Federal Law N 273-FZ, unless otherwise provided by an international treaty of the Russian Federation 46 .

136. When admitting foreign citizens and stateless persons to study under bachelor's and specialist's degree programs in places under contracts for the provision of paid educational services, a higher education organization establishes at least two general education entrance examinations, chosen by it independently from among the entrance examinations established by Order N 1204 in the relevant specialty or field of study, may establish additional entrance examinations in accordance with the Procedure, replace general education and (or) additional entrance examinations with other entrance examinations in accordance with paragraph 27 of the Procedure. If the list of entrance examinations for foreign citizens and stateless persons established by the higher education organization differs from the list of entrance examinations for other persons, the said organization independently allocates the number of places for foreign citizens and stateless persons and holds a separate competition for these places.

137. When submitting documents for admission to study, a foreign citizen or stateless person indicates in the application for admission the details of an identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" 47 (hereinafter referred to as the identity document of a foreign citizen), and submits, in accordance with subparagraph 1 of paragraph 68 of the Procedure, the original or a copy of the identity document , citizenship, or an identity document of a foreign citizen.

138. Upon admission to training in accordance with Article 17 of Federal Law No. 99-FZ, a compatriot shall submit, in addition to the documents specified in paragraph 68 of the Procedure, originals or copies of documents provided for in Article 17 of Federal Law No. 99-FZ.

139. Admission of foreign citizens and stateless persons to study in educational programs containing information constituting a state secret is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

XIII. Additional admission to study undergraduate programs, specialist programs in full-time and part-time forms of education to places within the control figures

140. In exceptional cases, if there are places within the control figures that remain vacant after enrollment, the higher education organization may, with the permission of the founder, conduct an additional admission to study (hereinafter referred to as the additional admission) in accordance with the Procedure within the time limits established by the specified organization independently, with the completion enrollment no later than the start of the academic year.

141. Information about additional admission is posted on the official website and at the information stand no later than August 15.
