1. General Provisions

1. These Admission Rules regulate the admission of citizens of the Russian Federation, foreign citizens and stateless persons for training in educational programs higher education - undergraduate programs, specialist's programs and master's programs at the Novosibirsk State Technical University (hereinafter referred to as the university, NSTU).

2. Persons with an education of the appropriate level, confirmed by a document on secondary general education or a document on secondary vocational education, or a document on higher education and qualifications.

The applicant submits a document certifying the education of the appropriate level (hereinafter - the document of the established form):

  • a document on education or on education and qualifications of the sample established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or by the federal executive body exercising the functions of developing state policy and legal regulation in the healthcare sector, or the federal executive body responsible for the development of state policy and legal regulation in the field of culture;
  • a state document on the level of education or on the level of education and qualifications received before January 1, 2014 (a document on primary vocational education confirming the receipt of secondary (complete) general education, and a document on primary vocational education obtained on the basis of secondary (complete) ) general education are equated to a document on secondary vocational education);

  • a document (documents) of a foreign state on education or on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding education.

3. Admission to training is carried out in the field within the framework of the target figures for the admission of citizens for training at the expense of the budgetary allocations of the federal budget and in places under education agreements concluded upon admission to training at the expense of individuals and (or) legal entities.

As part of the control figures, the following are distinguished:

Admission quota for undergraduate and specialist programs at the expense of budget allocations for disabled children, disabled groups I and II, disabled since childhood, disabled due to military injury or illness received during the period of passage military service, orphans and children left without parental care, persons from among orphans and children left without parental care and war veterans from among the persons specified in subparagraphs 1-4-paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On veterans" (hereinafter referred to as the special quota). A special quota is established by a higher education organization in the amount of at least 10% of the total volume of control figures allocated to the specified organization for the next year, for each specialty and (or) area of ​​training;

4. Admission to study is carried out separately for undergraduate programs, specialist programs and master's programs.

7. Admission to study is carried out for undergraduate and specialist programs (with the exception of the admission of persons entitled to admission to study without entrance examinations):

On the basis of secondary general education - on the basis of the results of a single state exam(USE), which are recognized as the results of entrance examinations, and (or) according to the results of entrance examinations conducted by the university independently;

On the basis of secondary vocational or higher education - according to the results of the Unified State Examination and (or) according to the results of entrance examinations, the form and list of which are determined by the university independently.

8. The University conducts admission to study separately for each set of admission conditions:

8.1. Admission to study without entrance examinations for undergraduate and specialist programs:

c) separately for places within the control figures and for places under contracts for the provision of paid educational services;

a) separately for full-time, part-time, part-time forms of education;

b) for bachelor's programs, specialist's programs depending on their focus (profile);

c) separately for each type of reception:

To places within the quota for the admission of persons with special rights;

To places within the target reception quota;

Places within the target digits minus the number of places to which persons are enrolled who have the right to enroll in studies without entrance examinations (for undergraduate programs, specialist programs), persons enrolled within the admission quota of persons with a special right (for undergraduate programs , specialist programs), and target admission quotas;

Places under contracts for the provision of paid educational services (for bachelor's programs, specialist's programs - minus the number of places for which persons entitled to enroll in education without entrance examinations are enrolled).

9. Admission to study, depending on the direction (profile) of educational programs (sub-clause "b" of sub-clause 8.1 of clause 8, sub-clause "b" of sub-clause 8.2 of clause 8 of the Rules for admission) is carried out in the following ways:

For undergraduate programs in each area of ​​training in general, for specialist's programs in each specialty in general;

For each undergraduate program within the field of study, for each specialist's program within the specialty;

By the totality of undergraduate programs within the field of study, by the totality of specialist's programs within the specialty.

10. Upon admission to the university, applicants submit an application for admission with the application required documents.

Submission of the documents required for admission, withdrawal of these documents, other actions that do not require the personal presence of the applicant may be carried out by another person to whom the applicant has issued a duly executed power of attorney indicating in it the powers granted to the specified person.

11. Admission to study in undergraduate and specialist programs in full-time, part-time and part-time forms of study for places within the control figures is carried out in the following terms:

12. Admission to study under bachelor's and specialist's programs for existing vacancies within the control figures of part-time education, as well as for places with payment under contracts for the provision of paid educational services of full-time, part-time and part-time forms of education, documents are accepted in the following terms:

Completion of acceptance of documents required for admission:

- 8 August- from persons entering the training based on the results of entrance examinations conducted by the university independently;

- August 19 from persons entering training without passing entrance examinations;

- August 19 from persons with the results of the Unified State Examination (educational programs for which it is possible to accept documents for paid places in more late dates, are given in Appendix No. 1).

2. Entrance tests

14. As the results of these entrance examinations, the results of the Unified State Examination obtained not earlier than 2016 inclusive, as well as the results of the entrance examinations of 2020, conducted by the university independently in accordance with the approved Procedure for conducting entrance examinations (Appendix No. 2), are recognized.

All entrance examinations conducted by the university independently are conducted in the form of Internet testing. The entrance test in literature is conducted in writing (essay).

15. According to the results of entrance examinations conducted by the university independently, the following categories of citizens have the right to enter:

a) persons who received in 2017 or 2018 in educational institutions located in the territories of the Republic of Crimea and the federal city of Sevastopol, a certificate of secondary general education based on the results of the state final certification, have the right to enroll in undergraduate programs in the year of receipt of the said certificate and specialist's programs of their choice based on the results of the Unified State Examination and (or) on the results of entrance examinations conducted by the university independently. These persons can take entrance examinations conducted by the university independently during the calendar year in which they received a certificate of secondary general education;

b) disabled children, invalids;

c) foreign citizens;

d) persons who received a document on secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations, inclusive, if all the attestation tests of the state final attestation for educational programs of secondary general education passed by them during the specified period were not passed in USE form(or they passed the final attestation procedures in foreign educational organizations and did not take the exam during the specified period).

e) in certain general education subjects - persons who have passed the state final certification in these educational subjects in the form of a state final exam, provided that they received a document on secondary general education within 1 year before the date of completion of the acceptance of documents and entrance examinations inclusive and during this period they did not pass the USE in the relevant general education subjects.

These persons, at their discretion, may take all general education entrance examinations conducted by the university on their own, or take one or more of the indicated entrance examinations along with the presentation of the results of the Unified State Examination as the results of other general education entrance examinations (when exercising the right specified in subparagraph "e" of paragraph 15 of the Rules applicants can take general education entrance examinations conducted by the university independently, only in those general education subjects for which they did not pass the USE).

When exercising the rights specified in subparagraphs "a", "b" and "c" of paragraph 15 of the Rules, applicants can take general education entrance examinations conducted by the university independently, regardless of whether they participated in the exam.

16. When admitting persons applying for undergraduate and specialist degree programs based on vocational education:

a) the number of entrance examinations is equal to the number of entrance examinations on the basis of secondary general education;

b) the list of entrance examinations includes all general educational entrance examinations included in the list of entrance examinations based on secondary general education;

c) entrance examinations are conducted by the university independently;

d) general education entrance examinations, established as entrance examinations of choice, can be replaced by other entrance examinations conducted by the university independently in the following cases:

When accepting persons with secondary vocational education for training in specialties and areas of training related to the same enlarged group of professions, specialties and areas of training as the specialty of secondary vocational education they received;

When hiring people with higher education.

17. Applicants on the basis of vocational education can:

Pass all general education entrance examinations conducted by the university independently, or pass one or more of the specified entrance examinations along with the use of the results of the USE as the results of other general education entrance examinations, or use the results of the USE as the results of all general education entrance examinations;

Pass general education entrance examinations conducted by the university independently, regardless of whether they participated in the exam.

18. Persons with vocational education may enroll in bachelor's programs, specialist's programs based on secondary general education.

19. When applying for undergraduate and specialist degree programs, the results of each entrance test conducted by a higher education organization independently are evaluated on a 100-point scale.

For the general education entrance test as minimum quantity points, the minimum number of USE points is used, which is established by the university admissions committee in accordance with the order of the Ministry of Science and Higher Education of the Russian Federation No. 729 dated September 6, 2019, and is given in Appendix No. 3.

20. The list of entrance examinations and the minimum number of points cannot differ for admission to various forms of education, as well as for admission to places within the quota for admission of persons with special rights, to places within the target admission quota and to places within the control figures for general competition.

21. The minimum score cannot be changed during admission.

22. The entrant once passes each entrance examination from among those specified in the List of entrance examinations. Retake of entrance examinations is prohibited.

23. Persons who have not passed the entrance test for a good reason (illness or other documented circumstances) are allowed to take the entrance test in another group or on a reserve day.

24. During the entrance examinations, their participants and persons involved in their conduct are prohibited from carrying and using means of communication.

25. If an applicant violates the procedure for conducting entrance examinations, authorized officials of the university admissions committee have the right to remove him from the place of the entrance examination with the drawing up of an act of removal.

26. It is forbidden to count as the results of entrance examinations the results of final examinations of preparatory departments, preparatory faculties, courses (schools) and other tests that are not entrance examinations conducted in accordance with the Admission Rules.

27. The results of the entrance examination are announced on the official website and at the information stand:

When conducting an oral entrance examination - on the day of its conduct;

When conducting a written entrance test - no later than the third working day after the entrance test.

After the announcement of the results of the written entrance examination, the applicant (trustee) has the right to familiarize himself with his work (with the work of the applicant) on the day the results of the written entrance examination are announced.

3. Special rights upon admission

28. Applicants for state-accredited bachelor's and specialist's programs may be granted special rights:

a) admission without entrance examinations;

b) admission within the established quota, subject to successful completion of entrance examinations;

c) the pre-emptive right to enroll, subject to successful completion of entrance examinations and all other things being equal.

29. The following have the right to admission without entrance examinations:

a) winners and runners-up final stage All-Russian Olympiad schoolchildren, members of the national teams of the Russian Federation participating in international olympiads in general education subjects and formed in the manner established by the Ministry of Education and Science of Russia, in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiad for schoolchildren or an international Olympiad - within four years following the year of the corresponding Olympiad;

b) winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine participating in international Olympiads in general education subjects - within four years following the year of the corresponding Olympiad, if these winners, prize-winners and members of the national teams are among the persons specified in Part 3.1 of Article 5 of Federal Law No. 84-FZ.

30. Disabled children, disabled people of groups I and II, disabled since childhood, disabled due to military injuries or illnesses received during military service, orphans and children left without parental care have the right to admission to training within a special quota. , as well as persons from among orphans and children left without parental care and war veterans from among the persons specified in subparagraphs 1-4-clause 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans ".

31. The quota for admission of persons with special rights is set at a rate of at least 10% of the total volume of control figures allocated to the university for each specialty and (or) area of ​​study.

32. The following persons have the priority right to enroll:

a) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;

b) children with disabilities, disabled people of groups I and II;

c) citizens under the age of twenty who have only one disabled parent of group I, if the average per capita income of the family is below the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;

d) citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant”;

e) children of servicemen who died in the performance of their duties of military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to the fight against terrorism;

f) children of dead (deceased) heroes Soviet Union, heroes of the Russian Federation and full holders of the Order of Glory;

j) citizens who have served for at least three years under a contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service";

l) citizens who directly participated in the testing of nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances before the date of the actual cessation of these tests and exercises, direct participants in the liquidation of radiation accidents at nuclear installations surface and submarine ships and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilians of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, military personnel and employees of the Federal Service of the National Guard Troops of the Russian Federation, persons who served in railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State Fire Service);

m) military personnel, employees of the Federal Service of the National Guard Troops of the Russian Federation of the internal affairs bodies of the Russian Federation, the penitentiary system, the federal fire service of the State Fire Service, who performed tasks in the conditions of an armed conflict in the Chechen Republic and in the territories adjacent to it, classified as an armed zone conflict, and these military personnel performing tasks in the course of counter-terrorist operations on the territory of the North Caucasus region.

33. The preferential right to enroll in higher education organizations administered by federal state bodies is also granted to graduates of general educational organizations, vocational educational organizations administered by federal state bodies and implementing additional general education programs aimed at preparing underage students for military or other public service .

34. Winners and prize-winners of Olympiads for schoolchildren (I, II and III levels), held in accordance with the procedure established by the federal executive body in charge of developing state policy and legal regulation in the field of education, within four years following the year of holding of the corresponding Olympiad, a special right is granted - admission without entrance examinations for training in bachelor's programs and specialist's programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren.

Compliance of the profile of these Olympiads with specialties and (or) areas of training is determined by the university admissions committee until 06/01/2018 and is posted on the official website of NSTU.

35. Winners and prize-winners of Olympiads for schoolchildren, when using special rights, in accordance with clause 34 of the Rules for Admission, are required to have USE results (with a score of at least 75) in one or more general education subjects determined by the university from among those corresponding to the profile of the Olympiad.

4. Accounting individual achievements applicants for admission to training

36. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training.

37. Accounting for individual achievements is carried out by scoring points for individual achievements. The indicated points are awarded to the applicant who has submitted documents confirming the receipt of the results of individual achievements, and are included in the amount of competitive points.

38. When applying for undergraduate and specialist programs, the admissions committee awards points for the following individual achievements:

a) having the status of champion and prize-winner of the Olympic Games, Paralympic Games and Deaflympics - 10 points;

b) having the status of world champion, winner of the world championship in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics - 7 points;

c) the status of a European champion, European championship in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics - 5 points;

d) the presence of a gold badge received for the results of passing the norms of the sports complex "Ready for work and defense" - 2 points;

e) the presence of a silver badge received for the results of passing the norms of the sports complex "Ready for work and defense" - 1 point;

f) the presence of a certificate of the Russian Federation on secondary general education with honors or a certificate of the Russian Federation on secondary general education (secondary (complete) general education), containing information on awarding a gold or silver medal - 5 points;

g) the presence of a diploma of the Russian Federation on secondary vocational education with honors - 5 points;

h) the presence of a diploma of the winner or prize-winner of the final stage of the Olympiad in physics and chemistry "The Future of Siberia", held by NSTU and NSU in 2019/20 academic year- 10 points;

i) the presence of a diploma of the winner or prize-winner of the 2019/20 academic year (if the subject of the Olympiad coincides with the subject of one of the entrance tests) - 5 points for the following Olympiads and conferences:

Regional stage of the All-Russian Olympiad for schoolchildren;

Qualifying stage of Olympiads for schoolchildren "The Future of Siberia", "Star";

The final stage of the Olympiad for students and schoolchildren in 3-D technologies;

Scientific-practical conference of schoolchildren "The future of Siberia: equipment and technologies", held by NSTU;

Interdisciplinary multidisciplinary Olympiad "Technological entrepreneurship";

Qualifying stage of the Regional JuniorSkills Championship for the NSO Governor's Cup 2019/20 academic year;
- branch Olympiad "Energy of education" in physics (grades 10-11);
- all-Russian competition scientific and technological projects "Big Challenges" (except FB, CSF, ISTR);
- regional scientific-practical conference of schoolchildren "Evrika" (except FB, CSF, ISTR);
- city scientific-practical conference "At the origins of space exploration" (except FB, CSF, ISTR);
- open urban scientific and practical conference scientific society students "Siberia" (except FB, CSF, ISTR);

j) the presence of a certificate containing the results of participation in the competition held within the framework of the SAMSUNG IT School program - 5 points;
k) the presence of a certificate containing the results of participation in the competition held in the 2019/2020 academic year as part of the winter school of the faculty of pre-university education (FDO) of NSTU - 1-6 points;
l) the presence of a certificate containing the results of participation in the competition held in the 2019/2020 academic year as part of the NSTU School of Development - 5 points;
m) the presence of a certificate containing the results of participation in the competition held in 2019 as part of summer school FDO NSTU under the additional general developmental program "In-depth training of NSTU applicants in the field natural sciences", - 2 points;
n) the presence of a diploma of the winner or prize-winner of the final stage of the Olympiad "I am a bachelor" (if the subject of the Olympiad coincides with the subject of one of the entrance tests) - 5 points;
o) the presence of a diploma of the winner (10 points) or prize-winner (5 points) of the competency competition of the Circle Movement "Talent 20.35" in areas;
p) the presence of a certificate containing the results of participation in the competition held within the energy class of PJSC RusHydro or the energy class of NGTU - 5 points (except for FB, CSF, ISTR);
c) the presence of a certificate containing the results of participation in the competition held as part of the summer energy school of PJSC RusHydro - 3 points (except for FB, CSF, ISTR);
r) the presence of a diploma of the winner and / or prize-winner of the international conference "Reshetnev readings" - 10 points (except for FB, CSF, ISTR);
s) the presence of a diploma of the winner and / or prize-winner of the All-Russian youth competition research work and engineering projects "Cosmos" - 10 points (except FB, CSF, ISTR);
t) the presence of a diploma of the winner (5 points) or prize-winner (3 points) of the School League of the International Engineering Championship "CASE-IN".
39. When enrolling in bachelor's and specialist's programs, the applicant is awarded no more than 10 points in total for individual achievements specified in subparagraphs "a - f" of paragraph 38 of these Rules.

5. Acceptance of documents required for admission

40. An applicant for undergraduate or specialist degree programs has the right to submit an application (applications) for admission at the same time to no more than 5 organizations of higher education and participate in the competition for no more than three specialties and (or) areas of training in each of these organizations.

For each of the specified specialties and areas of training in each of the specified organizations, an applicant has the right to simultaneously submit an application (applications) for admission based on the results of a competition for training in various forms of education, in various undergraduate programs within the area of ​​​​training (specialist programs within the specialty) or various sets of undergraduate programs within the area of ​​study (sets of specialist degree programs within the specialty), for which competitions are held various types admission specified in subparagraph "c" of subparagraph 8.2 of paragraph 8 of the Rules for Admission, as well as an application for admission without entrance examinations (if there is an appropriate special right).

42. Persons who have been granted the right to admission within a special quota (specified in the paragraph of the Admission Rules) can use their right when enrolling in undergraduate and specialist programs at the same time in 5 educational institutions of higher education in 3 specialties and (or) directions training in each of these organizations.

An applicant can use the right to admission without entrance examinations, specified in the paragraphs and Rules for Admission, when applying for undergraduate or specialist programs at the expense of budgetary allocations, only in one higher education organization and only one state-accredited educational program of his choice . Simultaneously with submitting an application for admission using this right, the applicant may indicate in this application other educational programs for which he wants to participate in the competition for admission without using this special right.

43. An applicant can simultaneously apply for admission using each of the specified special rights upon admission for training in various forms of study, as well as places within the control figures and places under contracts for the provision of paid educational services.

44. Acceptance of documents required for admission is carried out at the premises of the university. Reception of these documents can also be carried out by authorized officials of NSTU in other organizations and (or) in mobile points for receiving documents.

45. Documents required for admission are submitted (sent) to admission committee university in one of the following ways:

a) are presented to the admission committee of the university personally by the entrant (authorized representative);

b) an authorized official of the university, conducting the acceptance of documents in another organization or in a mobile point of acceptance of documents;

c) are sent to the university through public postal operators;

d) are sent to the university in electronic form through Personal Area entering NSTU;
e) are sent to the university in electronic form through the Unified Portal of Public Services and Functions (EPGU) - only for applicants for bachelor's and specialist's educational programs.

46. ​​In the event that the documents required for admission are submitted to the university by the applicant or authorized person, the applicant or authorized person is issued a receipt for the acceptance of documents.

47. In the case of sending the documents required for admission through public postal operators or in electronic form, these documents are accepted if they entered the university no later than the deadline for accepting documents established by the Admission Rules.

48. The Admissions Committee posts on the official website a list of persons who have submitted the documents required for admission, indicating information about the acceptance or refusal to accept documents (in case of refusal, indicating the reasons for the refusal).

49. In the case of submission of documents required for admission, in accordance with subparagraph "a" of paragraph 45 of the Rules, the application and the facts recorded in it are certified by the personal signature of the applicant or the signature of an authorized representative, if the applicant has been granted the authorized representative the appropriate authority.

50. When applying for admission to study, the applicant submits:

a) identity document(s), citizenship;

b) upon admission to training in accordance with the specifics established by the Procedure for Admission to Training of Persons Specified in Part 3.1 of Article 5 or Article 6 of Federal Law No. 84-FZ, a document (documents) confirming that the applicant is such a person in accordance with with the conditions for referring to the number of these persons established by the Federal Constitutional Law of 2014 No. 6-FKZ “On the Admission of the Republic of Crimea to the Russian Federation and the Formation of New Subjects in the Russian Federation - the Republic of Crimea and the Federal City of Sevastopol” (Collection of Legislation of the Russian Federation, 2014, No. 12, pp. 1201; No. 22, pp. 2766; No. 30, pp. 4203; No. 45, pp. 6129; 2015, No. 1, pp. 1-3; 2016, No. 1, pp. 1; No. 26, article 3848) and (or) Federal Law No. 84-FZ;

c) a document of the established form on secondary general education or a document on secondary vocational (initial vocational) or higher education. A document of a foreign state on education is submitted with a certificate of recognition of a foreign education, except for the following cases in which the submission of this certificate is not required:

When submitting a document of a foreign state on education, which corresponds to part 3 of article 107 of Federal Law No. 273-FZ;

Upon admission to an educational organization of higher education, which has the right to independently carry out, in the manner established by it, the recognition of foreign education and (or) foreign qualifications that do not meet the conditions provided for by Part 3 of Article 107 of Federal Law No. 273-FZ;

When submitting a document on education, the sample of which is approved by the Cabinet of Ministers of Ukraine, if the holder of this document is one of the persons specified in Article 6 of Federal Law No. 84-FZ;

d) for applicants specified in subparagraph "a" of paragraph 15 of the Rules for Admission, with the intention to participate in the competition based on the results of general educational entrance examinations for certain categories of applicants - a document confirming limited health or disability;

e) if it is necessary to create special conditions during entrance examinations - the original or a copy of the document confirming the limited health or disability that requires the creation of these conditions;

f) for the use of a special right or advantage by the winners and prize-winners of the All-Russian Olympiad, - a document confirming that the applicant is the winner or prize-winner of the final stage of the All-Russian Olympiad for schoolchildren;

g) for the use of a special right or advantage by the winners and prize-winners of the IV stage of the All-Ukrainian student Olympiad, specified in subparagraph "c" of paragraph 29 of the Rules, - a document confirming that the applicant is the winner or prize-winner of the IV stage of the All-Ukrainian student Olympiad;

h) for the use of a special right or advantage by members of the national teams of the Russian Federation - a document confirming that the applicant was included in the number of members of the national team;

i) for the use of a special right or advantage by members of the national teams of Ukraine specified in subparagraph "b" of paragraph 29 of the Rules - a document confirming that the applicant was included in the number of members of the national team;

j) to use the right to admission within a special quota - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years;

k) in order to use the pre-emptive enrollment right specified in paragraph 32 of the Rules - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years ;

l) in order to use the preferential enrollment right specified in paragraph 33 of the Rules - a document of the established form issued by a general educational organization or a vocational educational organization under the jurisdiction of the federal government agency and implementing additional general education programs aimed at preparing underage students for military or other public service;

m) for the use of a special right or advantage by the winners and prize-winners of the Olympiad for schoolchildren - a document confirming that the applicant is the winner or prize-winner of the Olympiad for schoolchildren;

n) for scoring points for individual achievements - documents confirming the individual achievements of the applicant.

51. Applicants, at their own discretion, submit originals or copies of documents. Certification of copies of these documents is not required. When presenting original documents proving identity, citizenship, military ID, these originals are presented in person.
The applicant does not need to submit, when applying for admission, the originals and (or) copies of the documents required for admission to study, information about which is provided by the "Service for the formation and submission of documents and applications for admission to educational organizations higher education" based on the data contained in the insurance certificate of compulsory pension insurance (for citizens of the Russian Federation).

52. Simultaneously with the submission of the application for admission, the applicant submits an application for consent to enrollment with the attachment of the original document of the established form upon admission to training in the field within the control figures:

a) on the basis of a special right specified in paragraph 29 of the Rules;

b) on the basis of a special right specified in paragraph 34 of the Rules.

53. In case of admission to training in accordance with two or more subparagraphs of paragraph 52 of the Regulations, the applicant:

Submits an application for consent to enrollment with the original document of the established form attached to one of the organizations;

In applications for admission to other organizations, it indicates to which organization an application for consent to enrollment has been (will be) submitted.

54. The document specified in subparagraph "d" or "e" of paragraph 50 of the Rules is accepted by the selection committee if its validity expires no earlier than the day the application for admission is submitted.

The document specified in subparagraph "e" or "l", or "m" of paragraph 50 of the Procedure - if its validity period expires no earlier than the day the acceptance of documents and entrance examinations is completed.

The applicant may submit, when submitting the documents required for admission, the document specified in subparagraph "e", "l" or "m" of paragraph 50 of the Rules for Admission, the validity of which expires earlier than the day of completion of the acceptance of documents and entrance examinations, but not earlier than the day of submission admission applications. At the same time, the corresponding rights are granted to the applicant if, before the day of completion of the acceptance of documents and entrance examinations, he submitted a document, the validity of which expires no earlier than the specified day.

If the document specified in subparagraph “d” or “e”, or “e”, or “l”, or “m” of paragraph 50 of the Rules for Admission does not indicate its validity period, the period is assumed to be equal to one year, starting from the date of receipt of the document .

The document specified in subparagraph “g” or “h”, or “i”, or “k”, or “o” of paragraph 50 of the Rules is accepted subject to the period specified in paragraph 29 or 34 of the Rules for Admission, respectively.

55. The application for admission is submitted in Russian, documents made in foreign language, - with a translation into Russian, duly certified. Documents received in a foreign state shall be submitted legalized in accordance with the procedure established by the legislation of the Russian Federation, or with an apostille (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and affixing of an apostille are not required).

Documents issued in accordance with the legislation of Ukraine and submitted by persons recognized as citizens and persons specified in part 3.1 of Article 5 of Federal Law No. 84-FZ are not required to legalize, affix an apostille and submit a duly certified translation into Russian .

56. If, when submitting a document of a foreign state on education, a certificate of recognition of a foreign education is required, then the applicant may, when applying for admission, submit the specified document without such a certificate, followed by the submission of a certificate of recognition of a foreign education no later than the day the acceptance of applications for consent to enrollment is completed. .

When submitting a document of a foreign state on education, which is required to be legalized or affixed an apostille, the applicant may, when applying for admission, submit the specified document without legalization or apostille, followed by the submission of the specified document with legalization or apostille no later than the day the acceptance of applications for consent to enrollment is completed .

57. If the applicant submitted the submitted documents in violation of the Procedure (except for the case when the specified violation does not apply to all the conditions for admission to study and the grounds for admission specified in the application for admission), the university returns the documents to the applicant:

In the case of submission of documents to the organization personally arriving (authorized person) - on the day of submission of documents;

In the case of sending documents through public postal operators - in terms of original documents through public postal operators within 3 working days after the day the documents were received by the NSTU Admissions Committee.

If the documents that are submitted in accordance with clause 56 of the Rules no later than the day the acceptance of applications for consent to enrollment is completed are not submitted within this period, the organization returns the documents to the applicant in accordance with the method of return specified in the application for admission (in case of return through general postal operators use - in terms of original documents within 3 working days after the deadline for submitting documents).

58. Upon admission to training in the areas of training 03/13/01 "Heat power and heat engineering", 03/13/02 "Electric power and electrical engineering", 03/19/04 "Technology of products and public catering", 03/23/03 "Operation of transport and technological machines and complexes ”, included in the List of specialties and areas of training, upon admission to training for which applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position or specialty, approved by the Decree of the Government of the Russian Federation of August 14 2013 No. 697, applicants undergo mandatory preliminary medical examinations (examinations) in the manner established when concluding an employment contract or service contract for the relevant position, profession or specialty.

59. The selection committee checks the accuracy of the information specified in the application for admission, and the authenticity of the submitted documents. When conducting this check, the Admissions Committee has the right to apply to the relevant state Information Systems, state (municipal) bodies and organizations.

60. The applicant has the right to withdraw these documents by submitting an application for their withdrawal indicating the method of returning the documents (handing over to the person who withdrew the submitted documents, or to an authorized person, sending through public postal operators). An application for withdrawal may be submitted by one of the methods specified in paragraph 45 of these Admission Rules. When submitting an application electronically, a scanned copy of the personally signed withdrawal statement is sent.

61. The submitted documents are returned in one of the following ways:

If the application for revocation of documents indicates the need to transfer the submitted documents to the person whose documents have been revoked, or to an authorized person, the set of submitted documents is transferred to the specified person. The specified person has the right to receive the following documents:

Until the end of the current working day - in case of filing an application for revocation of documents no later than 2 hours before the end of the working day;

During the first two hours of the next working day - in case of filing an application for revocation of documents less than 2 hours before the end of the working day;

If the application indicates the need to send the submitted documents through public postal operators, the return of the submitted documents is carried out only in part of the original documents within 20 working days after the withdrawal of the submitted documents or after the completion of the enrollment procedures under the relevant conditions for admission to the field within the control figures ( to places under contracts for the provision of paid educational services) in accordance with the method of return specified in the application for withdrawal of submitted documents or in the application for admission.

6. General rules for filing and considering appeals

62. According to the results of the entrance examination conducted by the university independently, the applicant (trustee) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

63. Consideration of the appeal is not a retake of the entrance test. During the consideration of the appeal, only compliance with the established procedure for conducting the entrance test and (or) the correctness of evaluating the results of the entrance test is checked.

64. The time and place of the appeal are announced during the entrance examination. The appeal is submitted on the day of the announcement of the results of the entrance examination.

65. The applicant (trustee) has the right to be present during the consideration of the appeal. With a minor applicant (under 18 years of age) one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching the age of majority.

66. After consideration of the appeal, the Appeal Commission decides to change the assessment of the results of the entrance examination or leave the specified assessment unchanged.

The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

7. Formation of lists of applicants

List of applicants without entrance examinations;

A list of applicants based on the results of the Unified State Examination and (or) entrance examinations (hereinafter referred to as the results of entrance examinations), who scored at least the minimum number of points.

Admission based on the results of entrance examinations is carried out for places left after enrollment without entrance examinations within the corresponding list of applicants.

69. The list of applicants without entrance examinations is ranked on the following grounds:

a) according to the status of persons entitled to admission without entrance examinations, in the following order:

Members of the national teams of the Russian Federation and members of the national teams of Ukraine;

Winners of the All-Russian Olympiad for schoolchildren and winners of the IV stage of the All-Ukrainian student Olympiads;

Winners of the All-Russian Olympiad for schoolchildren and prize-winners of the IV stage of the All-Ukrainian student Olympiads;

School Olympiad winners;

Prize-winners of Olympiads for schoolchildren;

b) for the persons specified in subparagraph "a" of this paragraph - in descending order of the number of points awarded for individual achievements;

c) in case of equality according to the criteria specified in subparagraphs "a" and "b" of this paragraph, the higher place in the list is occupied by applicants with a priority right to enroll.

70. The list of applicants for entrance examinations is ranked on the following grounds:

3) in case of equality according to the criteria specified in subparagraphs 1 and 2 of this paragraph, the higher place in the list is occupied by applicants with a priority right to enroll;

4) in case of equality according to the criteria specified in subparagraphs 1 - 3 of this paragraph, a higher place in the list is occupied by applicants with a higher score accrued based on the results of an elective exam (in accordance with the list of entrance examinations given in Appendix No. 4);

5) in case of equality according to the criteria specified in subparagraphs 1 - 4 of this paragraph, a higher place in the list is occupied by applicants with a higher score for individual achievements.

71. The following information is indicated in the lists of applicants:

For each applicant without entrance examinations:

Grounds for admission without entrance examinations;

For each applicant based on the results of entrance examinations:

The number of points for each entrance test;

Number of points for individual achievements;

Preferential enrollment right;

The presence of an application for consent to enrollment, filed in accordance with paragraph 74 of the Admission Rules.

72. Lists of applicants are posted on the official website and on the information stand.

8. Enrollment for training

74. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to the places within the control figures, the original document of the established form is attached, when entering the places under contracts for the provision of paid educational services - the original document of the established form or its copy certified in in accordance with the established procedure, or a copy of it with the presentation of the original for certification of the copy by the selection committee (hereinafter referred to as the statement of consent to enrollment). Attachment of the original document of the established form is not required if it was submitted to the organization earlier (when applying for admission or a previous application for consent to enrollment).

The specified application is certified by the signature of the applicant and is submitted to the organization no earlier than the day the application for admission is submitted and no later than the day the acceptance of applications for consent to enrollment is completed. On the day the acceptance of applications for consent to enrollment is completed, the specified application is submitted to the organization no later than 18:00 local time.

Applicants who have submitted an application for consent to enrollment are subject to enrollment.
EPGU is one of the possible ways to submit an application for consent to enrollment and documents attached to it in accordance with paragraph 116 of the Procedure for admission to study in educational programs of higher education - bachelor's programs, specialist's programs, master's programs, approved by Order of the Ministry of Education and Science of the Russian Federation (Ministry of Education and Science Russia) of October 14, 2015 No. 1147.

75. When applying for places within the framework of the control figures for undergraduate programs and specialist programs in full-time and part-time forms of study, the enrollment procedures are carried out in the following terms:

. placement of lists of applicants on the official website and at the information stand - no later than July 27;

. enrollment without entrance examinations, admission to places within a special quota and a target quota (hereinafter referred to as places within quotas):

- July 28th the acceptance of applications for consent to enrollment is completed, the provision of the original document of education from persons entering without entrance examinations for places within the quotas, if these persons simultaneously applied for admission to two or more higher education organizations in accordance with paragraph 52 of the Admission Rules;

- July 29 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment, from among those who enter without entrance examinations, entering places within quotas;

The acceptance of applications for consent to enrollment is coming to an end, the provision of the original document on education from persons included in the lists of applicants for the main competitive places and wishing to be enrolled at the first stage of enrollment (for distance learning, statements of consent are accepted only from those who submitted documents no later than July 26, 2020 G.);

77. Unfilled places within quotas can be used to enroll persons entering without entrance examinations for the main places. After the completion of the enrollment of persons entering without entrance examinations, persons entering places within the quotas, unfilled places are added to the main competitive places under the same admission conditions.

78. When applying for on-site studies as part of the benchmarks for undergraduate and specialist degree programs in full-time and part-time forms of study, an applicant may twice submit to a higher education organization an application for consent to enrollment indicating various admission conditions and (or) grounds for admission.

80. Admission to places under contracts for the provision of paid educational services for bachelor's programs and specialist's programs for full-time, part-time and part-time forms of education is carried out in stages:

The first stage of enrollment in areas of study (specialties) where there are no places within the target figures;

The second stage of enrollment in the areas of training (specialty) in which there are places within the control figures;

The third stage of enrollment for places remaining after enrollment in the second and third stages;
- the fourth stage of enrollment in the places remaining after enrollment in the second and third stages for educational programs listed in Appendix No. 1.

81. The procedures for enrolling applicants for places under contracts for the provision of paid educational services are carried out in the following terms:

. placement of lists of applicants on the official website and at the information stand - no later than July 27;

A) the first stage of enrollment of applicants who submitted documents before July 26 for directions training (specialty) where there are no places within the target figures:

82. Orders for admission to training are posted on the day of their publication on the official website and on the information stand and must be available to users of the official website within six months from the date of their publication.

9. Features of the organization of targeted reception

83. The University conducts admission for targeted training within the target quota for specialties, areas of training included in the list determined by the Government of the Russian Federation.

84. Admission to targeted training is carried out if there is an agreement on targeted training concluded between the applicant and the body or organization specified in Part 1 of Article 71.1 of Federal Law No. 273-FZ (hereinafter referred to as the customer of targeted training), in accordance with the regulation on targeted training and a standard form of a contract for targeted training established by the Government of the Russian Federation.

85. When applying for admission to targeted training, the applicant submits, in addition to the documents specified in paragraph 50 of these Rules, a copy of the target training agreement certified by the target training customer, or an uncertified copy of the specified agreement with the presentation of its original.

86. In the list of applicants for places within the target admission quota, information about the customers of targeted training is indicated.

87. The essential terms of the agreement on targeted acceptance are:

a) the obligations of the university to organize targeted admission of a citizen who has concluded an agreement on targeted training;
b) the obligations of the body or organization specified in paragraph 84 of the Admission Rules for the organization of educational and industrial practice a citizen who has entered into an agreement on targeted training.

88. Admission to targeted education in the interests of state security is carried out if the university has information about the concluded agreement on targeted education received from the relevant federal state body that is the customer of targeted education, and without providing applicants with a copy of the agreement on targeted education.

10. Reception of citizens with disabilities

89. Entrance tests for applicants with disabilities are held in a separate classroom.

The number of applicants with disabilities in one classroom should not exceed:

When passing the entrance test in writing - 12 people;

When passing the entrance test orally - 6 people.

It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for applicants with disabilities in the same classroom together with other applicants, if this does not create difficulties for applicants when passing the entrance test.

It is allowed to be present in the audience during the entrance test of an assistant from among the employees of the organization or involved persons, who provides applicants with disabilities with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the assignment, communicate with teachers conducting the entrance examination). trial).

90. The duration of the entrance test for applicants with disabilities may be increased, but not more than 1.5 hours.

93. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:

Tasks to be completed at the entrance test are read out by the assistant;

f) for persons with disorders of the musculoskeletal system, disorders of the motor functions of the upper limbs or the absence of upper limbs:

Entrance examinations, conducted in writing, are conducted orally.

94. The conditions specified in paragraphs 89-93 of the Admission Rules are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

11. Features of admission to study in master's programs

95. Persons who have an original document of a state standard on higher education (or a copy certified in accordance with the established procedure) or an original document of a foreign state on the level of education and (or) qualification recognized in the Russian Federation at the level of a state standard document on education (or a duly certified copy thereof), as well as, in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition of this document.

96. Obtaining education in master's programs is not considered as obtaining a second higher education by persons who have state-recognized documents on higher education, confirmed by the assignment of the qualification "bachelor" or "certified specialist".

Obtaining education in master's programs by persons who have a specialist diploma or a master's degree is considered as obtaining a second higher professional education. These persons can be enrolled in the Master's degree program only with the payment of tuition fees.

100. The following may be considered as individual achievements:

The average score of the supplement to the diploma of higher education with an accuracy of 0.01 points, reduced to a 100-point scale (maximum - 100.00 points);

Diploma with honors in higher education with the coincidence of the direction of the educational program for which the diploma was obtained (technical, economic, humanitarian), the direction of preparation of the magistracy - 5 points;

Diploma with honors in higher education with a discrepancy between the direction of the educational program for which the diploma was obtained (technical, economic, humanitarian), the direction of preparing a magistracy - 2 points;
- diploma of the medalist of the Olympiad "I am a Professional" - 5 points;
- Diploma of the winner (I place) of the Olympiad "I am a Professional" - 3 points;
- Diploma of the winner (II, III place) of the Olympiad "I am a Professional" - 2 points;

To be taken into account as individual achievements of the average score of the supplement to the diploma of higher education, the applicant is obliged to submit the original or a copy of the application when submitting the application.

In the absence of an application within the specified time frame, the average score is assumed to be 3.00, followed by reduction to a 100-point scale, i.e. equal to 60.00 points.

101. The list of applicants is ranked on the following grounds:

1) arriving at target places;

4) in case of equality according to the criteria specified in subparagraphs 2 and 3 of this paragraph, a higher place in the list is occupied by applicants with a higher score for having a diploma with honors.

102. Admission to study in master's programs in full-time, part-time and part-time forms of study for places within the control figures, as well as for places with payment under contracts for the provision of paid educational services, is carried out in the following terms:

Start of acceptance of documents required for admission - June 20 for full-time education, March 1 for part-time education;

Completion of acceptance of documents from those wishing to participate in enrollment at the 1st stage - 7 July;

Completion of acceptance of documents from those wishing to participate in enrollment at the 2nd and 3rd stages - August 3rd(educational programs for which it is possible to accept documents for paid places at a later date are given in Appendix No. 1).

103. Applicants for master's programs have the right to submit an application (applications) for admission at the same time in no more than 3 areas of training.

For each of the indicated areas of training, an applicant has the right to simultaneously submit an application (applications) for admission based on the results of a competition for training in various forms of education, for various master's programs within the field of study, or for various sets of master's programs within the field of study in order of priority for admission.

104. The documents required for admission are submitted (sent) to the university admissions office in one of the ways specified in paragraph 45 of the Admission Rules.

105. When applying for admission to study, the applicant submits documents in accordance with paragraph 50 of these Admission Rules.

Applicants entering the target places at the same time as submitting an application for admission submit an application for consent to enrollment with the original document of the established form attached no later than July 15.

106. If an applicant submits an application that does not contain all the information, as well as in the event of an incomplete set of documents and (or) non-compliance of the submitted documents with the requirements established by the Admission Rules, the university admissions committee returns the documents to the applicant.

107. 108. Entrance examinations for master's programs are conducted in accordance with the approved procedure for conducting entrance examinations for admission to study at Novosibirsk State Technical University in the form of a unified interdisciplinary computer testing.
As an entrance examination, an applicant can submit the results of the Federal Internet Exam for Bachelor's Graduates (FIEB) in the relevant areas of undergraduate studies (the table of correspondences is given in Appendix No. 5).

The list of disciplines included in interdisciplinary computer testing is determined by the department responsible for the implementation of the master's program.

110. Entrance tests are carried out as groups are completed during the period from July 8 to August 10.

Admission to testing is carried out by a pass issued by the selection committee when submitting documents, and an identity document.

111. Upon admission to study at the places within the control figures for master's programs in full-time, part-time and part-time forms of study, the applicant can submit an application to the admissions committee twice for consent to enrollment, indicating different conditions for admission and (or) grounds for admission for each from the stages of enrollment.

If the applicant has submitted an application for consent to enrollment and then re-submits an application for consent to enrollment to the admissions committee or withdraws the submitted documents, then he simultaneously submits an application for refusal to enroll in accordance with the previously submitted application for consent to enrollment or an application for deduction with the place to which he was enrolled in the university at one of the previous stages of enrollment.

112. When enrolling in full-time, part-time and part-time master's programs, admission procedures are carried out within the following terms:
a) the first stage of enrollment - enrollment to target places, as well as to 80% of the main competitive places (if 80% is a fractional value, rounding up is carried out) and to places under contracts for the provision of paid educational services (up to 100% in the absence of reception check digits):
- July 16 placement of ranked lists of applicants who have passed the entrance examinations on the official website and on the information stand;

- 21 July an order (orders) is issued on the enrollment of persons entering the target places, as well as those who submitted the original document of the established form or its copy, certified in the prescribed manner and a statement of consent to enrollment, until 80% of the main competitive places are filled within the admission control figures, and up to 100% of places under contracts for the provision of paid educational services (in the absence of admission control figures);

b) the second stage of enrollment - admission to 100% of the main competitive places:

- August 17 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competitive places are filled.

c) the third stage of enrollment - enrollment to the remaining places under contracts for the provision of paid educational services:
- August 21 the acceptance of the originals of applications for consent to enrollment is completed, the provision of the original document of the established form or its copy certified in the prescribed manner, or its copy with the presentation of the original for certification of the copy by the admissions committee from persons included in the ranked lists and wishing to be enrolled at the third stage of enrollment;
- August 22 an order (orders) is issued for the enrollment of persons who have submitted an application for consent to enrollment in the remaining places under contracts for the provision of paid educational services.

If there are places within the target figures that remain vacant after enrollment on August 17, the admissions committee may conduct an additional admission for study with enrollment no later than August 22.

113. Orders for admission to training are posted on the day of their publication on the official website and on the information stand and must be available to users of the official website within 6 months from the date of their publication.

114. Based on the results of the entrance examination, the applicant has the right to submit a written appeal to the Appeal Commission in accordance with Section 6 of these Admission Rules.

12. Features of the reception of foreign citizens and stateless persons

115. Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for education of foreign citizens and stateless persons established by the Government of the Russian Federation, as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services.

116. Admission of foreign citizens and stateless persons, including compatriots living abroad, within the limits of the quota for the education of foreign citizens, is carried out at the direction of the federal executive body responsible for developing state policy and legal regulation in the field of education. The enrollment of foreign citizens and stateless persons within the limits of the quota for the education of foreign citizens is formalized by a separate order (orders).

117. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal footing with citizens of the Russian Federation, provided they comply with the requirements stipulated by Article 17 of Federal Law No. public policy Russian Federation in relation to compatriots abroad.

118. Compatriots living abroad and who are not citizens of the Russian Federation are not subject to special rights for admission to undergraduate and specialist degree programs provided in accordance with Federal Law No. 273-FZ.

119. When submitting documents for admission to study, a foreign citizen or a stateless person indicates in the application for admission to study the details of an identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” and submits the original or a copy of an identity document, citizenship, or a document proving the identity of a foreign citizen.

If you are applying to the faculty of journalism, successfully pass the creative competition. It is carried out in two stages. On the first day of the competition, you will need to write an essay.
